I
I-
I
I Agenda Item 3b
Codification-Chapters 1.4.5.7.8 and 11
Brian Fritsinger, City Administrator, recommended an annual Liquor License
I policy be initiated in the year 1997. A notification will be submitted to each
Licensee regarding the modification with the next Liquor License billing and prior
to final adoption of the new code.
I Staff requested input on the acceptability of the current regulations which apply to
the use of snowmobiles and A TV's within the City limits. The Council suggested
I the Municipal Code regulations which apply to these uses should become more
stringent.
I Agenda Item 3c
Licensinl! ofSexuaIly Oriented Business and Gun Shops
. Community Development Director, Kevin Ringwald, presented a variety of
materials related to the regulation and licensing of sexually oriented businesses.
He indicated that in contacting a number of cities, the Ordinances were very
I. similar. A number of common elements related to these Ordinances are:
1. Adverse secondary effects.
I 2. Distance requirements from sensitive areas.
3. Distance requirements from other sexually oriented business.
4. Conduct of patrons within the sexually oriented business.
I 5. Exterior requirements.
6. License and investigative fees.
I Gun Shop regulations are not specifically regulated under the current City Code.
However, the City Code (Section 13-24 Subpart gg) does require these uses to
I obtain a business license for retail sales. Minnesota State Statutes, Chapter
471.633, limits the regulation of gun shops by the City to; home occupation
(permitted/not permitted), spacing between uses (gun shop to gun shop), and
I spacing to sensitive uses (churches, schools, day cares, etc.).
Mr. Ringwald, indicated that there will be further discussion on these two issues
I at future workshops. The City Council directed that the regulations and licensing
of these uses be as stringent as the law allows.
I Agenda Item 3d
Lake .Johanna Volunteer Fire Department
.- Five members of the Lake Johanna Fire Department were present at the Meeting
to introduce themselves, review Department goals and express their thanks to the
City for its support over the years.
I
