MINUTES <br /> I CITY OF ARDEN HILLS, MINNESOTA <br /> WORKSESSION <br /> I NOVEMBER 16, 1995 <br /> 4:30 P.M. - CITY HALL, PUBLIC WORKS LUNCHROOM <br /> I CALL TO ORDERlROLL CALL <br /> I Pursuant to due call and notice thereof, Mayor Probst called to order the City Council <br /> Worksession at 4:40 P.M. Present: Councilmembers Dale Hicks; Paul Malone; City <br /> Administrator, Brian Fritsinger; Community Development Director, Kevin Ringwald; Parks & <br /> I Recreation Director, Cynthia Walsh; Public Works Superintendent, Dwayne Stafford and <br /> Administrative Assistant, Shirley Evenson; Finance Committee Members, Chuck Mertensotto <br /> and Tom Steele; Public Works/Safety Committee Members, Arnold Delger, Bill Gillies, Craig <br /> I Wilson and John Tholen. <br /> I Several residents of Arden Hills were also present. <br /> Beverly Aplikowski arrived at 4:45 PM and Susan Keim was absent. <br /> Ie Adopt Agenda <br /> I Motion: Mayor Dennis Probst moved and Councilmember Hicks seconded the adoption of <br /> the November 16, 1995, Worksession Agenda as submitted. Motion carried <br /> nmmirnously (3-0). <br /> I Agenda Item 3a <br /> 1996 Trail Project <br /> I Cindy Walsh, Parks & Recreation Director presented the plans for the <br /> recommended trail project for 1996. The 1996 Park Fund budget includes <br /> I $40,000 for the development of trails. Maps included in the packet illustrated the <br /> recommended priority segments. Mayor Probst indicated that the December 12 <br /> meeting with the abutting property owners should include the residents along all <br /> I segments. If competitive bids are received lower than estimated, additional <br /> segments may be developed in 1996. This trail will be a crucial link once <br /> Highway 96 is redeveloped. The Highway 96 project will include a trail on the <br /> I south side of the highway. Ms. Walsh will proceed with the plan by meeting with <br /> the residents in December. A November 20 meeting with the North Townhouse <br /> Association is planned to discuss the possibility of acquiring additional easement <br /> I for trail sections. They also have a sprinkler system on the City's trail easement <br /> from City Hall to Arden View Drive. Staff is hoping to negotiate these issues <br /> .. with the Association. Plans and specifications for the project will be prepared in <br /> early January with the solicitation of bids to follow in late January or early <br /> February. <br /> I <br />
