There is a strong commitment to help these young men meet the <br />respollS1bilities of fatherhood emotionally as well as economic support. <br /> <br />Community R.atiMionJAwareness Se41irwslDelinquency Afi..-m-: In all <br />cases of these three services, the person is referred by the police for delinquency acts <br />of vandalism, drinking, chemicals, theft. After an initial meeting, the delinquent <br />person appears before a panel of adults and older adolescents to talk about what <br />happened and why. The panel decides the consequences, i.e., community service <br />hours, awareness seminar, etc. If the person does not reflect an attitude of having <br />learned from this experience, then the center will refer himIher back to the court. <br /> <br />Employment Services: This service serves as a link with community I~l.itution and <br />senior cili7~~. Young people do odd jobs and chores for older people, usually in <br />their neighborhood. This program has built some wonderful relationships of smrogate <br />parenting grandparents. Many seniors say they would not be able to stay in their <br />homes without the services of these young people. This program is partially <br />subsidized with federal funds. Services can be offered to seniors at a reduced rare, <br />and youth can earn money for their services. <br /> <br />Teen Health Center: This center provides medical services to young people without <br />access to health services on their own becll11Sf' of no insurance. The program began in <br />1990, and has been growing steadily. <br /> <br />Youth Service Learning: This is a specialized program in conjunction with <br />Moundsview Public Schools. NYFS is contracted by the eu.......,..lty FducaUon <br />Department in Moundsview to provide volunteer opportunities for youth in the <br />com",".,ily that will earn extra credit or other benefits in classes. This program <br />serves elementlhy ages through senior high school. <br /> <br />Ms. Andrews stated that when posslble, fees are clhu&..d for services. A sliding fee scale is <br />used, but no one is ever turned down ~nse of an inability to pay. Regardless of income, <br />everyone receives the same level and quality of service. The three DUgor sources of funding <br />are: 24% from individual donations; 40% from grants; 29% from COIIIISeling fees. The <br />participating cities provide approximately 20% of the ope..atiug income for NYFS. The <br />budget is very efficient with appr01dmlltely $.90 of every $1.00 is spent on some type of <br />program. <br /> <br />Mr. Ciemia stated that Arden Hills has contnbuted appro:rimlltely $10,000 each year. The <br />return for the City is clearly preventing hundreds of youth from developing patterns of <br />delinquency and ending up in court. This program is able to catch problems when they are <br />small and minor before they are major, lranmlllic and very difficult. NYFS has made it <br />possible for many low and moderate income families to work out issues rclatt:d to abuse and <br />r.hP.mical addiction.
