MINUTES OF THE ARDEN HILLS REGULAR COUNCIL MEETING MONDAY, APRIL 24, 1989, 7:30 P.M. - VILLAGE HALL CALL TO ORDER Pursuant to due call and notice thereof, Mayor Sather called the meeting to order at 7:30 p.m. - ROLL CALL The roll being called the following members were present: Mayor Thomas Sather, Councilmembers Nancy Hansen, Paul Malone and Thomas Mahowald. Absent: JoAnn Growe. Also Present: Acting City Attorney Jerry Filla, Planner John Bergly, Engineer Barry Peters, Public Works Supervisor Robert Raddatz, Clerk Administrator Gary Berger and Deputy Clerk Catherine Iago. ADOPT AGENDA Malone moved, seconded by Mahowald, that Council adopt the Agenda as submitted by the Clerk Administrator. Motion carried unanimously. (4-0) APPROVE MINUTES Hansen moved, seconded by Malone, that Council approve the minutes of the April 10 Regular Council meeting and the April 17 Council worksessiou, as submitted. Motion carried unanimously. (4-0) CONSENT CALENDAR Malone moved, seconded by Hansen, that Council approve the consent calendar for the meeting, including all authorize execution of any necessary documents contained Resolutions, and therein. . a. Approval of Garbage/Refuse Collector License. b. Acknowledgment of Air Quality Board Meeting. c. Adoption of Resolution No. 89-19, Apportionment of Assessments Relating to Combined Improvements W77-5 and W78-2. d. Acknowledgment of Constructions Plans for TH 51. e. Approval of List of Claims and Payroll. Councilmember Hansen questioned if Arden Hills would be responsible for sharing the costs for the construction plans relating to TH 51; Berger advised the City would not be responsible for any of the costs. Motion carried unanimously. (4-0) PUBLIC COMMENTS None. INTRODUCTION; NEW DEPUTY Lieutenant Gordon Ashbach, representing the Ramsey County Sheriffs Department, was present to introduce ,the new daytime Deputy Sheriff Paul Haider. Ashbach advised that Haider has worked in the Arden Hills area previously on a different shift and is familiar with the city. . Mayor Sather welcomed Haider on behalf of the Council, staff and residents; he advised the Council and staff look forward to working with him. RES. #89-20; BID AWARD, CLEVELAND AVE. LIFT STATION Council was referred to a report from Engineer Peters dated 4-21-89, regarding the bids received for the Cleveland Avenue lift station. Peters explained the bid opening was held on May 20, nine bids were received. The project was bid two ways; Base Project, the lift station and watermain to serve the Hans Hagen site, and Alternate, including the watermain and gravity sewer along Cleveland Avenue. He noted the project is scheduled for completion in July. After reviewing the bids, Peters recommended the total project be constructed at this time and the bid be awarded to Lametti & Sons, as the low bidder for the total project in the amount of $206,166.20. He stated the City may realize some savings by constructing the total project at this time; from the standpoint the bids will most likely increase if the watermain and gravity sewer are delayed. Councilmember Hansen favored the combined project; stated it appears to be more cost effective. . Councilmember Mahowald questioned if the expense could be included under the TIF district or assessed to benefitted property owners. Peters advised the project could be assessed.
