<br />MINUTES OF THE ARDEN HILLS REGULAR COUNCIL MEETING <br />MONDAY, APRIL 24, 1989, 7:30 P.M. - VILLAGE HALL <br /> <br />CALL TO ORDER <br /> <br />Pursuant to due call and notice thereof, Mayor Sather <br />called the meeting to order at 7:30 p.m. <br /> <br />- <br /> <br />ROLL CALL The roll being called the following members were present: <br />Mayor Thomas Sather, Councilmembers Nancy Hansen, Paul <br />Malone and Thomas Mahowald. Absent: JoAnn Growe. Also Present: Acting City <br />Attorney Jerry Filla, Planner John Bergly, Engineer Barry Peters, Public Works <br />Supervisor Robert Raddatz, Clerk Administrator Gary Berger and Deputy Clerk <br />Catherine Iago. <br /> <br />ADOPT AGENDA Malone moved, seconded by Mahowald, that Council adopt <br />the Agenda as submitted by the Clerk Administrator. <br />Motion carried unanimously. (4-0) <br /> <br />APPROVE MINUTES Hansen moved, seconded by Malone, that Council approve <br />the minutes of the April 10 Regular Council meeting and <br />the April 17 Council worksessiou, as submitted. Motion carried unanimously. (4-0) <br /> <br />CONSENT CALENDAR <br /> <br />Malone moved, seconded by Hansen, that Council approve <br />the consent calendar for the meeting, including all <br />authorize execution of any necessary documents contained <br /> <br />Resolutions, and <br />therein. <br /> <br />. <br /> <br />a. Approval of Garbage/Refuse Collector License. <br />b. Acknowledgment of Air Quality Board Meeting. <br />c. Adoption of Resolution No. 89-19, Apportionment of Assessments Relating to <br />Combined Improvements W77-5 and W78-2. <br />d. Acknowledgment of Constructions Plans for TH 51. <br />e. Approval of List of Claims and Payroll. <br /> <br />Councilmember Hansen questioned if Arden Hills would be responsible for sharing <br />the costs for the construction plans relating to TH 51; Berger advised the City <br />would not be responsible for any of the costs. <br /> <br />Motion carried unanimously. (4-0) <br /> <br />PUBLIC COMMENTS <br /> <br />None. <br /> <br />INTRODUCTION; <br />NEW DEPUTY <br /> <br />Lieutenant Gordon Ashbach, representing the Ramsey County <br />Sheriffs Department, was present to introduce ,the new <br />daytime Deputy Sheriff Paul Haider. <br /> <br />Ashbach advised that Haider has worked in the Arden Hills area previously on a <br />different shift and is familiar with the city. <br /> <br />. <br /> <br />Mayor Sather welcomed Haider on behalf of the Council, staff and residents; he <br />advised the Council and staff look forward to working with him. <br /> <br />RES. #89-20; BID <br />AWARD, CLEVELAND <br />AVE. LIFT STATION <br /> <br />Council was referred to a report from Engineer Peters <br />dated 4-21-89, regarding the bids received for the <br />Cleveland Avenue lift station. <br /> <br />Peters explained the bid opening was held on May 20, nine bids were received. The <br />project was bid two ways; Base Project, the lift station and watermain to serve <br />the Hans Hagen site, and Alternate, including the watermain and gravity sewer <br />along Cleveland Avenue. He noted the project is scheduled for completion in July. <br /> <br />After reviewing the bids, Peters recommended the total project be constructed at <br />this time and the bid be awarded to Lametti & Sons, as the low bidder for the <br />total project in the amount of $206,166.20. He stated the City may realize some <br />savings by constructing the total project at this time; from the standpoint the <br />bids will most likely increase if the watermain and gravity sewer are delayed. <br /> <br />Councilmember Hansen favored the combined project; stated it appears to be more <br />cost effective. <br /> <br />. <br /> <br />Councilmember Mahowald questioned if the expense could be included under the TIF <br />district or assessed to benefitted property owners. <br /> <br />Peters advised the project could be assessed. <br />
