<br />Minutes of the Arden Hills Regular Council Meeting, April 24, 1989 <br />Page 2 <br /> <br />RES. 89-20 (Cont'd) Malone moved, seconded by Hansen, that Council adopt <br />Resolution No. 89-20, Accepting Bids And Awarding <br />Contract For Cleveland Avenue Lift Station (SS-W-89-1), to Lametti & Sons in the <br />amount of $206,166.20 for the combined project. Motion carried unanimously. (4-0) <br /> <br />UNFINISHED & NEW BUSINESS <br /> <br />RES. #89-21 FEAS. <br />RPT; OAK AVENUE <br /> <br />Council was referred to the feasibility report for <br />proposed Oak Avenue Storm Sewer Improvement, as <br />prepared by Engineer Peters, dated 4-21-89. <br /> <br />the <br /> <br /># <br /> <br />Peters reviewed the proposed storm sewer construction, estimated assessments and <br />project schedule. He advised the estimated cost of the improvement is $17,753; <br />the owner of 1680 Oak Avenue has agreed to pay for the driveway repair costs, <br />which is $3,078.00. Peters explained the estimate includes 10% for construction <br />contingencies and 25% for legal, engineering and miscellaneous administrative <br />costs. <br /> <br />Counci1member Hansen questioned if all the properties listed on the "mock" <br />assessment roll would benefit from the improvement. <br /> <br />Peters explained the contour maps indicate water from all the properties listed <br />drain toward 1680 Oak Avenue. <br /> <br />Councilmember Malone questioned if the extent of the assessment for 1680 Oak <br />Avenue would be the bituminous surface repair cost. <br /> <br />Peters stated that is correct; the resident at 1680 Oak Ave. does not have any <br />property that drains through the system. <br /> <br />. <br /> <br />Hansen moved, seconded by Malone, that Council adopt <br />Resolution No. 89-21, Accepting Feasibility Report and Setting Public Hearing For <br />Storm Sewer Improvements To Serve 1680 Oak Avenue And Adjacent Areas (ST-B9-2), <br />and set the date of Public Hearing for May 8, 1989. Motion carried unanimously. <br />(4-0) <br /> <br />PROP'D T.LF. <br />DEVLPMT PROJECT <br />AREAS <br /> <br />Council was referred to a memorandum from Planner Bergly <br />dated 4-24-89, relative to identifying the proposed <br />project area for potential Tax Increment Financing <br />Districts. <br /> <br />James Casserly, Financial Consultant, reviewed the project areas as discussed at <br />the Council meeting of 4-17-89, and one additional area in the southwest corner <br />of Arden Hills. He also reviewed Exhibit 2, which shows how the areas identified <br />as A, B,and C could be combined into one contiguous area merely by adding the <br />right-of-way of 1-694 and the area between County Road F and 1-694; he added this <br />approach may be advantageous to the City. <br /> <br />. <br /> <br />Casserly and Planner Bergly recommended Council identify the Project Area for <br />potential TIF Districts as outlined on Exhibit 2; he questioned if Council wished <br />to add any additional areas. <br /> <br />Councilmember Malone concurred with Exhibit 2 and suggested inclusion of the area <br />bounded by Pine tree Dive, Lexington Avenue and Harriet Avenue; he explained the <br />Arden Plaza Mall is located in this area. <br /> <br />Councilmember Hansen suggested the area which includes the Arden Manor Mobile <br />Home facility and the Big Ten Supper Club. <br /> <br />Casserly advised there is no negative impact by including the two areas <br />recommended by Council; he normally advises cities be as inclusive as possible <br />and added the project area may be amended in the future to include other parcels <br />as deemed necessary. <br /> <br />After discussion, Council concurred to direct Casserly and Bergly to prepare a <br />map identifying the areas noted on Exhibit 2 and the two additional areas <br />recommended for inclusion by Council as the "Project Area" for potential TIF <br />Districts. <br /> <br />. <br />
