<br />r <br /> <br />MINUTES OF THE ARDEN HILLS REGULAR COUNCIL MEETING <br />MONDAY, APRIL 10, 1989, 7:30 P.M. - VILLAGE HALL <br /> <br />CALL TO ORDER <br /> <br />Pursuant to due call and notice thereof, Mayor Sather <br />called the meeting to order at 7:30 p.m. <br /> <br />. <br /> <br />ROLL CALL The roll being called the following members were present: <br />Mayor Thomas Sather, Councilmembers Nancy Hansen, Paul <br />Malone, JoAnn Growe and Thomas Mahowald. Also Present: Acting City Attorney Jerry <br />Filla, Planner John Bergly, Engineer Donald Lund, Public Works Supervisor Robert <br />Raddatz, Clerk Administrator Gary Berger and Deputy Clerk Catherine Iago. <br /> <br />APPROVE MINUTES <br /> <br />Malone moved, seconded by Hansen, that Council approve <br />the Regular Council Minutes of March 27, 1989, as <br />submitted. Motion carried unanimously. (5-0) <br /> <br />BUSINESS FROM FLOOR <br /> <br />STREET LIGHTS; 1435 <br />ARDEN OAKS DRIVE <br /> <br />Frank Dolinar, 1435 Arden Oaks Drive, questioned if <br />the City had plans to install street lights in his <br />neighborhood. He advised the residents in the area have <br />expressed concern relative to the darkness in the neighborhood since the area was <br />developed; he referred to the tragic event which recently occurred in the area <br />and explained that since the incident, the residents have again brought up the <br />subject of the need for street lighting. <br /> <br />. <br /> <br />Councilmember Malone stated the Council had adopted a three-phased street <br />lighting plan and has completed the first phase of the plan; installation of <br />street lights at all major intersections. He explained that the second and third <br />phases have not been implemented to date; the second phase would include street <br />lights in the area of Arden Oaks Drive and the third phase includes lights at <br />cul-de-sacs. <br /> <br />Malone noted that residents differed in oplnlon as to whether or not the lights <br />should be installed at the secondary intersections identified on the plan, <br />therefore, Council determined the second phase lights would be installed, at the <br />locations identified, upon formal request by residents of the neighborhoods. He <br />explained a formal request should be forwarded to the Public Safety/Works <br />Committee at the City Hall; the Committee meets the 3rd Thursday of each month. <br /> <br />Councilmember Hansen commented that the area of Arden Oaks Drive has underground <br />utilities; the lights provided by the City are mercury vapor lights at <br />intersections to be attached to existing poles. She noted the residents in <br />Dolinar's neighborhood had appeared before the PS/W Committee and were not <br />interested in this type of lighting. <br /> <br />Hansen suggested if the neighborhood is interested in another type of lighting <br />the costs would have to be assumed by the residents. She suggested Dolinar <br />discuss the matter with the residents and submit a proposal for alternative <br />lighting or a formal request for the lighting provided by the City to the <br />Committee and Council for discussion~ <br /> <br />. <br /> <br />AMEND AGENDA Mayor Sather amended the agenda by adding: "Approval of <br />Planned Unit Development General Plan" under Item 7 (a), <br />and deleting "Hearing, 7:30 p.m." under the same Item. Council concurred. <br /> <br />CONSENT CALENDAR Councilmember Malone questioned the cost of the OSHA <br />gas detection kits, Item f, noting the cost should be <br />$4,665.00. Public Works Supervisor Raddatz concurred. <br /> <br />Hansen moved, seconded by Malone, that Council approve <br />the consent calendar for the meeting along with authorization for execution of <br />any necessary documents contained therein~ <br /> <br /> a. <br /> b. <br /> c. <br /> d. <br /> e. <br /> f. <br /> g. <br />. h. <br /> <br />Approval of Amusement Device License for Miller Co. at Pot-O-Gold. <br />Acknowledgment of Letter from Ramsey County on Traffic Signals on County Road <br />E and on Lexington Avenue. <br />Acknowledgment of Letter to Twin City Arsenal. <br />Approval of Tree Removal Bid Award. <br />Approval of Hiring of Summer Maintenance Personnel. <br />Approval of Purchase of Gas Detection Kits for Public Works. <br />Approval to Eliminate Computer Networking. <br />Approval of List of Claims and Payroll. <br /> <br />Motion carried unanimously. (5-0) <br />
