METRO <br />MUNICIPALITIES <br /> <br />Clerk Administrator Berger introduced Vern Petersen, <br />Executive Director of AMM, who was present to inform <br />Council of the operation and services offered by AMM. <br /> <br />Vern Petersen introduced Roger Petersen, AMM staff member, and Sharon Klump, <br />member of the Board of Directors and resident of Arden Hills. <br /> <br />Petersen discussed the formation of AMM, number and population of member cities <br />throughout the seven county metro area; he also reviewed the five legislative <br />committees whose membership consists of elected officials and administrators from <br />the member cities. <br /> <br />Petersen explained the function of the organization and the fee structure for <br />member cities. He stated the City of Arden Hills dues would be $1,750.00 per <br />year, however, if the Council would consider joining AMM this year, the dues <br />could be prorated and the amount would be $1,100.00. <br /> <br />Council and Petersen discussed the extent of coordination between AMM and the <br />League of Cities and other pertinent issues; pending legislation relative to TIF <br />and tax relief. <br /> <br />Councilmembers thanked Petersen for the presentation. <br /> <br />REPORT OF PLANNER <br /> <br />CASE #88-30; PUD, <br />REZONING & PRELIM. <br />PLAT, CONTINENTAL <br />DEVLPMT, OLD HWY 10 <br />10 & 1-694 <br /> <br />Council was referred to Planner Bergly's revised report <br />dated 4-5-89, relative to the application for PUD General <br />Plan Approval, Rezoning from R-l to R-4 and Preliminary <br />Plat Approval, Continental Development, Old Highway 10 <br />and 1-694. <br /> <br />Bergly stated the proposed PUD requires three separate Council actions for <br />approval; General Plan approval, Preliminary Plat approval and approval of the <br />Rezoning from R-l to R-4. He explained the Planning Commission had recommended <br />approval of the General Plan submitted with several conditions, as listed in the <br />Planning minutes of 4-5-89. Bergly advised the applicant was requested to appear <br />before Planning Commission at their May meeting with a more detailed plan which <br />includes building materials and colors, building lengths, interior floor plans, <br />and which specifies the number and types of units contained in each building. He <br />also reviewed the other conditions listed in his report on page 7. Bergly noted <br />Council has the option to review the plans or authorize only Commission approval. <br /> <br />Council questioned if the applicant was prepared to address any of the above <br />listed issues; the applicant advised he was not prepared at this time. <br /> <br />Council concurred they would prefer the applicant prepare the plans, as <br />recommended by Planning Commission, prior to granting approval. <br /> <br />Councilmember Hansen expressed concern relative to the handicapped access to <br />garages from outside the buildings, especially during the winter months. She <br />suggested the applicant consider a design to provide handicapped accessibility <br />from the interior of the buildings to the garage. <br /> <br />Council discussed the trail maintenance for accessibility of emergency vehicles. <br /> <br />Planner Bergly advised it would be the responsibility of the developer to provide <br />maintenance of the trail. <br /> <br />Council discussed the possibility of the City being able to capture TIF <br />increments on this site. <br /> <br />Planner Bergly advised it appears the time frame for development should be <br />sufficient to accommodate both the developer and the City for inclusion in the <br />tax increment program. He stated there have been discussions relative to <br />utilizing the tax increment for public improvements; it was noted interest was <br />expressed in using the increments for park or trail improvement. Bergly explained <br />if the site is included as part of the TIF program public improvements should be <br />identified. <br />
