<br />MONDAY, FEBRUARY 27, 1989, 6:30 p.m. - VILLAGE HALL <br /> <br />CALL TO ORDER <br /> <br />Pursuant to due call and notice thereof, Mayor Sather <br />called the meeting to order at 6:30 p.m. <br /> <br />ROLL CALL The roll being called the following members were present: <br />Mayor Thomas Sather, Councilmembers Nancy Hansen, Paul <br />Malone and JoAnn Growe. Absent: Thomas Mahowald. Also present: Treasurer Frank <br />Green, Public Works Supervisor Robert Raddatz, Clerk Administrator Gary Berger <br />and Deputy Clerk Catherine Iago. <br /> <br />. <br /> <br />EVALUATION; CLK <br />ADMINISTRATOR <br /> <br />Council conducted the six-month probationary performance <br />evaluation of Clerk Administrator Berger, as required by <br />Arden Hills Code. <br /> <br />After discussion, Mayor Sather called for a Council motion to indicate successful <br />completion of probationary period, extension of probationary period or <br />termination of employment. <br /> <br />Hansen suggested that Council either extend the <br />probationary period for Berger or terminate employment. <br /> <br />Sather moved, seconded by Growe, that Council appoint <br />Gary R. Berger to permanent employee status as Clerk Administrator, based on <br />successful completion of his six-month probationary period and a favorable <br />performance evaluation. Motion carried. (Sather, Growe and Malone voting in <br />favor; Hansen opposed) (3-1) <br /> <br />APPROVE MINUTES <br /> <br />Councilmember Malone offered the following corrections to <br />the Council minutes: <br /> <br />. <br /> <br />2/13/89, Regular Council Minutes - page 3 - Paragraph after motion by <br />Councilmember Hansen, should read as follows: "Mayor Sather asked for <br />clarification; if the intent of Councilmember Hansen, not....." <br /> <br />2-22-89, Special Council Meeting - page 1 - Paragraph two under Island Lake/Grey <br />Fox Road Realignment: Change "Red Fox Road" to "Grey Fox Road". <br /> <br />2-22-89, Special Council Meeting - page 2 - SEH Concerns - Second to last <br />paragraph, the second and third sentences should be combined to read as follows: <br />"Mr. Lund noted the corporation stops used in the pipeline at each service until <br />the early 1980's required a locking nut to be tightened to assure leakage would <br />not occur." <br /> <br />Hansen moved, seconded by Growe, that the Regular Council <br />Minutes of February 13 and Special Council Minutes of February 22, 1989, be <br />approved as amended. Motion carried unanimously. (4-0) <br /> <br />PROCLAMATION; <br />VOLUNTEERS OF <br />AMERICA WEEK <br /> <br />Council was referred to a request from Volunteers of <br />America for the Mayor to proclaim the week of March <br />5-12, 1989, as "Volunteers of America Week in Arden <br />Hills". <br /> <br />. <br /> <br />Mayor Sather explained the services provided by this organization, as outlined in <br />the Proclamation. <br /> <br />Councilmember Hansen expressed concern about the number of proclamations <br />requested, though she advised she is not opposed to this specific organization. <br /> <br />Growe moved, 'seconqed by Malone, that Council approve the <br />Proclamation Proclaiming March 5-12, 1989, Volunteers of America Week in Arden <br />Hills. Motion carried unanimously. (4-0) <br /> <br />BUSINESS FROM FLOOR <br /> <br />None. <br /> <br />REPORT OF TREASURER <br /> <br />INVESTMENTS <br /> <br />Treasurer Green reported on the following investments: <br /> <br />2-21-89 - $100,000.00 invested @ American Bank, @ 9.50%, to mature 2-20-90. <br />2-21-89 - $115,041.67 invested @ First Savings Bank, @ 9.25%, to mature 2-1-90. <br /> <br />~ Hansen moved, seconded by Malone, that Council ratify the <br />. Treasurer's report. Motion carried unanimously. (4-0) <br />
