Minutes of the Arden Hills Regular Council Meeting, February 27, 1989 <br />'Page 5 <br /> <br />ATTORNEY REQ.; <br />LEAVE OF ABSENCE <br /> <br />Council was referred to Attorney Lynden's letter of <br />2-23-89, requesting an indefinite leave of absence. <br /> <br />Council concurred that it would be difficult to retain legal counsel for an <br />indefinite period of time and utilization of Attorney Filla, Shoreview's legal <br />counsel, would be a conflict of interest. It was suggested that staff prepare an <br />RFP for legal counsel. <br /> <br />. <br /> <br />Councilmembers agreed that Lynden has provided invaluable service over the years <br />and they expressed appreciation for his dedication to Arden Hills. <br /> <br />Malone moved, seconded by Hansen, that staff be directed <br />to forward a letter of thanks to James Lynden for his dedicated service to the <br />City, wish him success in his future endeavors, and advise that Council will be <br />pursuing other alternatives for legal representation, and authorize staff to <br />prepare a "Request for Proposals" for legal services. Motion carried. (4-0) <br /> <br />TEAM BUILDING <br />MAR. 10/11, 1989 <br /> <br />Clerk Administrator Berger advised that Mr. Brimeyer <br />would be contacting Councilmembers to schedule an <br />interview prior to the Team Building session. <br /> <br />Berger noted that the Cities of Falcon Heights and Eagan had recently completed a <br />Team Building sessions with Brimeyer; he advised Councilmembers were welcome to <br />contact Falcon Heights Mayor Tom Baldwin or Eagan Mayor Vic Ellingson regarding <br />their sessions. He also explained the agenda had been revised and would be <br />forwarded to Council on Friday, with the newsletter packets. <br /> <br />. <br /> <br />OTHER BUSINESS <br /> <br />EASEMENT; 1556 <br />ROYAL HILLS DR. <br />DITCH RECONSTR. <br /> <br />Councilmember Hansen advised she had received several <br />calls from the resident at 1556 Royal Hills Drive <br />regarding the ditch reconstruction and removal of trees. <br /> <br />Council discussed the necessity of notifying residents of pending construction, <br />the potential for loss of landscaping when planted on City easements and the need <br />to remind residents that leaves and grass clippings cannot be placed in drainage <br />ditches. <br /> <br />Councilmember Hansen suggested a reminder to residents that drainage ditches are <br />not "dumping areas" be placed in the Town Crier. <br /> <br />It was determined that a policy should be set for notification of residents prior <br />to construction projects of this nature. <br /> <br />Council concurred that Public Works Supervisor Raddatz be authorized to repair <br />the hole in the driveway at 1556 Royal Hills Drive in conjunction with street <br />patching/repair. <br /> <br />. <br /> <br />MISC; REPORT <br />LT. RAIL TRANSIT <br />SYSTEM, RAMSEY CO. <br /> <br />Councilmember Malone advised he attended the Regional <br />Railroad Authority meeting which provided information on <br />the status of proposed light rail transit service in <br />Ramsey County. He stated Ramsey County plans to have a <br />proposal prepared by June 1989. <br /> <br />MISC; ABSENCE <br />PS/W COMM. MTG. <br /> <br />Councilmember Hansen reported she would be unable to <br />attend the PS/W Committee meeting on 3-16-89; Malone <br />advised he would serve as Council liaison in her absence. <br /> <br />Hansen also advised she would be out-of-town 3/16 thru 3/26. <br /> <br />ADJOURN <br /> <br />Hansen moved, seconded by Malone, that the meeting be <br />adjourned at 8:45 p.m. <br /> <br />Oa&'~'.~ <br /> <br />Clerk Administrator <br /> <br />~ <br /> <br />Thomas R.
