She favored a low intensity illumination. <br /> <br />Bergly stated the proposed separation from the driveway to the sign location is <br />40 feet and visibility would not be impaired. <br /> <br />Hansen moved, seconded by Malone, that Council approve <br />Case #89-01, Sign Permit and 8-foot Front Setback Variance for the Institutional <br />Sign at Presbyterian Homes, 3220 Lake Johanna Boulevard, based on the unusual <br />sight conditions identified as the steep slope, mature vegetation which provides <br />a natural buffer to the adjacent residential properties and the need to identify <br />the facility for emergency vehicle access, contingent upon the removal of the <br />three existing entrance signs upon installation of the new sign and the <br />illumination of the new sign to be low intensity. Motion carried unanimously. <br />(4-0) <br /> <br />Planner Bergly advised Council the request for a Sign Height Variance from <br />American Family Insurance was withdrawn by the applicant on 2/10/89. <br /> <br />REPORT OF PARK DIRECTOR <br /> <br />PT-TIME PK/REC <br />EMPLOYEE <br /> <br />Council was referred to the report of Park Director <br />Buckley, dated 2-9-89, relative to a request to hire a <br />part-time Program Supervisor. <br /> <br />Buckley reviewed his report which included a program personnel comparison with <br />neighboring communities and explained the position was deleted from the 1989 <br />budget due to budget restraints. <br /> <br />The Park Director explained he had contacted Jim Adams to discuss possible <br />charitable contributions to fund the position. Adams approached the charities <br />involved in the Pot O'Gold Bingo Hall and they were agreeable to fund the <br />position. Buckley stated $6,000 had been deposited in the Park Fund for this <br />staff position and an additional $4,000 would be deposited in March. <br /> <br />Buckley outlined the start date, hours, salary, holiday and vacation for the <br />position and advised the person would not receive health insurance coverage or <br />sick leave benefits. He also reviewed the job description. <br /> <br />Council questioned if the salary proposed for the position would be conducive <br />with comparable worth guidelines, qualifications required for the individual <br />hired, if the position is proposed for full-time in 1990, and if the person is <br />hired how would the position be funded in 1990. <br /> <br />Buckley commented that the individual he proposes to hire has a Masters Degree in <br />Physical Education and has been teaching at Bethel College, he was unsure how the <br />position would fit-in with comparable worth guidelines, it would be his <br />recommendation to continue the position as full-time in 1990, and to fund the <br />position partially with monies provided from the additional programs offered by <br />the City and determine other methods of funding the remaining salary. <br /> <br />Clerk Administrator Berger advised comparable worth guidelines apply if the <br />part-time position exceeds a certain number of hours per week; he would have to <br />review the point values for the position to .see how the position fits in the <br />comparable worth corridor. <br /> <br />Buckley stated other communities salary range for this position is between <br />$10-12.00 per hour. <br /> <br />Berger questioned if Buckley would advertise for the position; he expressed <br />concern relative to affirmative action requirements and how they apply to <br />part-time personnel. <br /> <br />Buckley stated he had an individual he proposes to hire. <br /> <br />Councilmember Mahowald questioned if the funding currently provided by charitable <br />organizations would be available for another purpose if not utilized specfically <br />for the program director position. <br /> <br />. <br /> <br />. <br /> <br />. <br />
