<br />Minutes of the Arden Hills Regular Council Meeting, February 13, 1989 <br />Page 6 <br /> <br />ARSENAL (Cont'd) <br /> <br />Council questioned why the City of Shoreview was not <br />sharing the costs for plan preparation. <br /> <br />Buckley advised Shoreview supports the plan, however, they have sufficient <br />ballfield facilities and are not interested in participation; Arden Hills portion <br />of the expenditure is 40% due to the fact our city would derive a higher benefit . <br />from field utilization. <br /> <br />There was discussion relative to the long-term outlook for lease of the site and <br />costs for leasing the land. <br /> <br />Buckley advised the lease costs currently quoted are high and the cities are <br />looking for a reduction in cost and long-term lease agreement. He stated funds <br />are available for proposed improvements on the property and estimated the costs <br />would be approximately $200-300,000; the National Guard would be utilized to <br />provide grading of the site free of charge. <br /> <br />Mahowald moved, seconded by Sather, that Council approve <br />the expenditure of Arden Hills portion of costs for plan preparation and that <br />staff be directed to confer with the Village Attorney to prepare a resolution for <br />Council adoption in support of the project. Motion carried unanimously. (4-0) <br /> <br />1989 TREE CITY <br />~A~ <br /> <br />Park Director Buckley advised Council the 1989 Tree City <br />Award was presented to Arden Hills. <br /> <br />REPORT OF PUBLIC WORKS SUPERVISOR <br /> <br />. <br /> <br />LIFT STATION #5; <br />REPORT ON REPAIRS <br /> <br />Council was referred to the report of Public Works <br />Supervisor Raddatz dated 2-9-89, relative to the repairs <br />at Lift Station #5. <br /> <br />Raddatz advised two problems surfaced while repairing the control panel at the <br />lift station; the pump volute is in need of repair or replacement and the <br />discharge pipe is leaking into the station. He stated he replaced the discharge <br />pipe with a solid pipe and the pump volute will be pulled to determine if it is <br />repairable; both items have been repaired in the past. Raddatz advised he will <br />report back to Council on his findings. <br /> <br />Council received reports from Raddatz relative to: <br /> <br />-A watermain break on Chatham Avenue and County Road E-2. <br />-Repairs to Lift Station No.6. <br />-Damage to Fire Hydrants on Janet Court and County Road F. <br /> <br />REPORT OF CLERK ADMINISTRATOR <br /> <br />REQ. INSTALL RADIO <br />BASE STA. ON WATER <br />TOWER, CELLULAR ONE <br /> <br />Council was referred to a memorandum from Deputy Clerk <br />Iago dated 2-7-89, relative to a request from Cellular <br />One to install a radio base station on the water tower. <br /> <br />. <br /> <br />Bryon Rogers and Duane Caraway, Cellular One, were present to discuss the request <br />for placement of the base station on the city water tower located near Control <br />Data. Rogers stated the company has agreements with the cities of Spring Lake <br />Park, Little Canada and St. Louis Park; he submitted a copy of the lease <br />agreement with Spring Lake Park and a diagram of the proposal for Council review. <br /> <br />After discussion, Council concurred to direct the Planner to review the proposal <br />as it relates to the base station and building, the Attorney review the lease <br />agreement and the Village staff survey other communities relative to fees for <br />leasing space on the water tower. Council requested the information be submitted <br />for review at the next Regular Council Meeting held February 27 or no later than <br />the first Regular Council Meeting in March. <br /> <br />RES. #89-12; ASSMT. <br />APPEAL, AMEND ROLL, <br />GREY FOX ROAD <br /> <br />Hansen moved, seconded by Malone, that Council approve <br />Resolution No. 89-12, Approving Adjustments to Special <br />Assessments As Originally Charged to Properties Through <br />Assessment Projects No. P-S1-1 and 81-2 In the City of <br />carried unanimously. (4-0) <br /> <br />. <br /> <br />Arden Hills. Motion <br /> <br />APPOINT BLDG INSP; <br />DAVID KRIESEL <br /> <br />Clerk Administrator Berger advised Council he had held <br />interviews with three applicants for the Building <br />Inspector position (a fourth applicant had cancelled) and <br />Kriesel to be the most qualified and experienced person for the <br /> <br />determined David <br />position. <br />
