<br />r. <br /> <br />MINUTES OF THE ARDEN HILLS REGULAR COUNCIL MEETING <br />Monday, January 9, 1989, 7:30 p.m. - Village Hall <br /> <br />CALL TO ORDER <br /> <br />Pursuant to due call and notice thereof, Mayor Sather <br />called the meeting to order at 7:30 p.m. <br /> <br />. <br /> <br />ROLL CALL The roll being called the following members were present: <br />Mayor Thomas Sather, Councilmembers Nancy Hansen, Paul <br />Malone and JoAnn Growe. Also present: City Engineer Barry Peters, Public Works <br />Supervisor Robert Raddatz, Clerk Administrator Gary Berger and Deputy Clerk <br />Catherine Iago. <br /> <br />WELCOME WEBELOS; <br />PACK #408 <br /> <br />their training to <br /> <br />Mayor Sather welcomed Webelos Pack 408 and their Den <br />Leader Mike Olson; the fifth graders were present to <br />tour City Hall and attend the Council meeting as part of <br />obtain a "Citizenship" badge. <br /> <br />APPROVE MINUTES Malone moved, seconded by Growe, that Council approve the <br />Minutes of the December 27, 1988 Regular Council Meeting <br />and the Minutes of the January 3, 1989 Special Council Meeting as submitted. <br />Motion carried unanimously. (4-0) <br /> <br />BUSINESS FROM FLOOR <br /> <br />None. <br /> <br />REPORT OF ENGINEER <br /> <br />APPRV. PLANS; ROYAL <br />HILLS DRAINAGE DITCH <br />ROYAL HILLS DR. & <br />MC CLUNG DRIVE <br /> <br />Council was referred to the plans drafted by Engineer <br />Peters for reconstruction of the Royal Hills drainage <br />ditch located between Royal Hills Drive and McClung <br />Drive. <br /> <br />. <br /> <br />Peters advised the project was discussed by Council in the spring of 1988 when it <br />was noted the existing ditch wae washing and matsrial was washing away from ths <br />end of the inlet culvert into a storm sewer system and was leaving dirt within <br />the pipe. <br /> <br />Public Works Supervisor Raddatz and Peters walked the ditch and recommended it be <br />reconstructed with a better grade and protection placed on the bottom of the <br />ditch to prevent washing; it was also recommended the ditch reconstruction should <br />begin in the winter months, after the frost is in the ground, to prevent <br />excessive damage to property from equipment. <br /> <br />Peters explained the proposed ditch reconstruction would consist of excavation, <br />placement of a layer of rock at the bottom of the trench, placement of topsoil <br />above the rock layer and seeding the trench with a material which has a longer <br />root base to catch on the rock to prevent the washing. The area is approximately <br />700 ft. in length; estimated coat is approximately $17,300.00. <br /> <br />The Engineer stated Council determined the project should not begin until the <br />winter frost was in the ground to prevent excessive property damage due to the <br />heavy equipment and keep the costs lower. <br /> <br />. Peters outlined the time schedule for advertising for bids, bid opening, award of <br />bid and beginning of project. <br /> <br />Hansen moved, seconded by Malone, that Council approve <br />the Plans for the Royal Hills Ditch Reconstruction,authorize the advertisement <br />for bids with bid opening set for January 25, 1989. Motion carried unenimouely. <br />(4-0) <br /> <br />REPORT OF PUBLIC WORKS SUPERVISOR <br /> <br />REPAIR LIFT <br />STATION # 5 <br /> <br />Council was referred to the memorandum from Raddatz dated <br />1-6-89, relative to the repair of lift station #5. <br /> <br />Raddatz advised <br />the electrician <br />the repairs and <br />to Council when <br /> <br />when repair work began on the control panel at the lift station <br />found the damage to be worse than first anticipated. He explained <br />testing should be completed within one week; he will report back <br />the work and testing is finished. <br /> <br />. <br />
