CASE #88-36 (Cont'd) The Planner advised he has reviewed the Lighting Plan and <br /> recommends approval. He stated the future sign proposed <br /> would be in violation of the current Sign Ordinance as it does not meet setback <br /> requirements; Bergly stated the site is large and there are alternatives for the <br /> sign location which would not require a variance. <br /> Hans Hagen, applicant, was present and reviewed the proposed 8,000 sq. ft. office <br /> building design. He stated the concept is to place the building in such a manner <br /> as to preserve the natural setting. Hagen advised he would agree to the <br /> recommended changes in the landscape plan, however, he preferred to retain the <br /> natural vegetation on the south side of the parking lot. <br /> The Planner explained there is currently no sanitary sewer service provided to <br /> the site, due to topographic and elevation conditions. He stated the sanitary <br /> sewer service is provided near the intersection of County Road E-2 and New <br /> Brighton Road, however, to service this area would require lift stations. Bergly <br /> commented that developer inquiries have been received relative to the parcel <br /> directly south of this site and suggested Council consider directing the Village <br /> Engineer to prepare a feasibility study for the area. <br /> . The Planner referred Council to the Planning Commission minutes of 12-7-88 <br /> recommending approval of the site plan contingent upon; 1. The options for <br /> sanitary sewer service investigated by the Engineer with the owners/developers of <br /> this parcel and similsr land to the south, 2. The sign location shown on the <br /> landscape plan is not approved and the applicant relocate the sign to meet the <br /> Ordinance setback requirements, and, 3. The landscape plan be revised as <br /> recommended by the Planner is his report of 12-7-88 and the site grading plan, <br /> including erosion control be spproved by the Village Engineer and RCWD prior to <br /> grading. Bergly advised the applicant had agreed not to locate heating/air <br /> conditioning equipment on the roof and to screen the trash/dumpster area in <br /> accordance with the Ordinance. <br /> Hagen stated he would install the sewer service if not feasible for the City to <br /> do so, and requested the Engineer study the feasibility of placement of the <br /> sanitary sewer in such a manner as to preserve the natural conditions on the <br /> site, He advised the site was purchased because of its natural beauty and he <br /> would not construct the building if the ravine on site is changed. Hagen stated <br /> he would prefer the City install and maintain the sewer service. <br /> Council questioned if the applicant would be agreeable to waiting one month to <br /> allow the Engineer sufficient time to prepare the feasibility study. <br /> . Hagen stated he would be agreeable to wait to resolve the matter. <br /> Hansen moved, seconded by Peck, that Council authorize <br /> the Village Engineer to prepare a feasibility study for sanitary sewer service to <br /> the property on County Road E-2 and Cleveland Avenue and the similar land south <br /> of this site, and request the study be available for Council review at their <br /> Regular Meeting held December 27, 1988. Motion carried unanimously. (5-0) <br /> Council determined action on the site plan review would be held until the <br /> feasibility study has been completed. <br /> ROSEVILLE COMPR, Council was referred to Bergly's report of 12-7-88, <br /> PLAN AMENDMENT relative to the City of Roseville Comprehensive Plan <br /> Amendment. <br /> The Planner noted the Metropolitan Council staff has expressed concerns regarding <br /> the quality of the water runoff into Lake Josephine; he stated to date the Met <br /> Council staff has not submitted their review of the proposal to the Planner. <br /> Bergly recommended Council submit a letter to Roseville in support of the <br /> proposed development and the letter should include concerns regarding the runoff <br /> water quality into Lake Josephine. He suggested the City Engineer draft the <br /> . letter addressing the water quality concerns. <br /> Sather moved, seconded by Peck, that staff direct a <br /> letter to the Metropolitan Council and the City of Roseville stating Council <br /> approval the Comprehensive plan change and outlining Arden Hills concerns <br /> relative to the environmental water quality issue. Motion carried unanimously. <br /> (5-0) <br />
