MINUTES OF THE ARDEN HILLS REGULAR COUNCIL MEETING <br /> , Monday, November 14, 1988, 7:30 p.m. - Village Hall <br /> CALL TO ORDER Pursuant to due call and notice thereof, Mayor Woodburn <br /> called the meeting to order at 7:00 p.m. <br /> ROLL CALL The roll being called the following members were present: <br /> Mayor Robert Woodburn, Councilmembers Nancy Hansen,Thomas <br /> - Sather and Jeanne Winiecki. Absent: Councilmember Gary Peck. Also present: <br /> Planner John Bergly, Public Works Supervisor Robert Raddatz, Clerk Administrator <br /> Gary Berger and Deputy Clerk Catherine Iago. <br /> APPROVE MINUTES Mayor Woodburn recommended a minor amendment to the <br /> Council minutes of 11-24-88, page 2, paragraph 5, line 3 <br /> to read as follows: <br /> " ...deletion of the Capital Equipment Items and a further reduction of $30,000.00 <br /> to help..... " <br /> Hansen moved, seconded by Winiecki, that Council approve <br /> the Minutes of the October 24 Council meeting as corrected and the Minutes of the <br /> November 9, 1988 Council meeting as submitted. Motion carried unanimously. (4-0) <br /> BUSINESS FROM FLOOR <br /> RECYCLING Paul Malone, 1485 Dawn Circle, requested Council <br /> authorization to advertise for bids to continue the <br /> curbside pickup of recyclables in 1989; the contract with Supercycle expires in <br /> December of 1988. He stated Super cycle had quoted a 20% increase over the 1988 <br /> . cost. <br /> Malone advised the City receives 100% reimbursement from Ramsey County through <br /> the grant received. He explained the terms would remain the same with pickup <br /> every other week. <br /> Winiecki questioned at what point the City would begin involving Commercial <br /> properties in the recycling program. <br /> Malone explained the problem with involving commercial properties is the extra <br /> fees and the City would have to be responsible for the payment of such fees. He <br /> advised the larger companies may have their own recycling programs. <br /> Sather moved, seconded by Winiecki, that Council <br /> authorize staff to advertise for bids for continuation of service and every other <br /> week (Tuesday) pickup and set December 8, 1988, for the bid opening. Motion <br /> carried unanimously. (4-0) <br /> COUNCIL WINIECKI; Mayor Woodburn stated this would be the last meeting <br /> LAST MEETING Councilmember Winiecki would attend as a member of the <br /> ~ Council; newly elected Councilmember JoAnne Growe would <br /> begin her term of office at the next regular meeting held November 28. <br /> On behalf of all Councilmembers, staff and residents of Arden Hills, Mayor <br /> Woodburn expressed sincere appreciation to Jeanne Winiecki for accepting the <br /> appointment to serve the unexpired Council term and her service to the Village. <br /> REPORT OF PLANNER <br /> CASE 1188-31; SUP Council was referred to the Planner's report dated <br /> FOR ANTENNAE, 1201 11-2-88 relative to the Special Use Permit to allow <br /> CO. RD. E, MC GUIRES two 3.7 meter receiving dish antennae at 1201 County <br /> Road E, McGuire's Inn. <br /> Bergly stated the two dish antennae are located north of the building and are <br /> substantially our of view from neighboring property and public streets. He <br /> explained that Council had granted a temporary SUP for operation of the antennae <br /> until such time as a public hearing could be held at the Planning Commission <br /> meeting and Council could take final action on the request. <br /> The Planner advised the public hearing was held on 11-2-88 and the Planning <br /> Commission recommended approval of the request. <br /> ,. <br />
