Page 2 <br /> CASE 1188-31 (Cont'd) Bergly referred Council to the Planning minutes of <br /> 11-2-88 at which time there was discussion relative to <br /> whether or not screening of the antennae should be required. He explained the <br /> Commission had determined the distance was sufficient from traffic so that <br /> screening need not be required. <br /> . Councilmember Hansen stated the dish antennae are not adequately screened for <br /> traffic flow in the parking lot; she was of the opinion they should be fenced in <br /> SOme manner to prohibit vehicular accidents. <br /> Council discussed screening along the easterly boundary of the parking lot; it <br /> was determined dense deciduous shrubs should be placed in this area to screen the <br /> antennae. Bergly recommended low plantings near Lexington Avenue that would <br /> provide screening year-round. <br /> Hansen moved, seconded by Sather, that Council approve <br /> Case 1188-31, Special Use Permit to allow the installation and operation of two 3.7 <br /> meter receiving dish antennae, 1201 West County Road E, McGuire's Inn, contingent <br /> upon the applicant providing to Planner Bergly for review and approval: <br /> 1. A landscape plan to provide screening along Lexington Avenue. <br /> 2. A permanent safety fencing or barrier around the antennae in the parking <br /> lot which is aesthetically pleasing and does not negatively impact the <br /> area. <br /> Motion carried unanimously. (4-0) <br /> . CASE #88-34; VAR. Council was referred to the Planner's report of 11-2-88 <br /> SIGN SETBACK & and the Planning Minutes of 11-2-88, relative to the <br /> LENGTH, AMERICAN application for a sign setback and length variance at <br /> FAMILY INS., 3920 3920 Northwoods Drive, American Family Insurance. <br /> NORTHWOODS DRIVE <br /> Planner Bergly stated that when the site plan was approved in January of 1988 it <br /> was noted the signage plan would be submitted at a later date. <br /> Bergly explained the business sign shown on the plan requires a 25 ft. setback; <br /> the applicant is proposing a 6 ft. setback due to the fact visibility of the sign <br /> would be restricted at the required setback. The unusual contributing factor <br /> identified by the Planner is the additional right-of-way purchased by the <br /> applicant to provide a small ponding area for drainage at the site. He reviewed <br /> the traffic site-line from the east and westbound traffic on 1-694. <br /> The Planner advised the applicant is also requesting a sign length variance, <br /> proposing a 17 ft. 3 inch sign; 10 ft. is the maximum required length. He stated <br /> the area of the sign would be within the maximum permitted sign, however, due to <br /> the uniquely shaped "logo" of the company the lettering would be too small to be <br /> , readable if reduced to remain at the 10 ft. length. <br /> The Planning Commission recommended approval of the requested variances at their <br /> meeting of 11-2-88; it was determined there were sufficient unusual circumstances <br /> on the site to warrant the requested variances. <br /> Councilmember Winiecki questioned if the proposed sign would visually block the <br /> two existing signs to the east of this site; Perkins and Emerald Inn. <br /> Doug Holmberg, project manager for Opus Corporation, advised the sign company had <br /> raised a plywood facsimile of the sign and found it to be 15 ft. lower than the <br /> two existing signs to the east. He stated the American Family sign would provide <br /> no visual obstacle for the existing signs. <br /> Sather moved, seconded by Winiecki, that Council approve <br /> the 19 ft. Sign Setback Variance for American Family Insurance Company, 3920 <br /> Northwoods Drive, as requested, based on the unusual site conditions. Motion <br /> carried. (Sather, Winiecki and Hansen voting in favor; Woodburn opposed) (3-1) <br /> -. <br />
