" Page 3 <br /> Case 1188-34 (Cont'd) There was Council discussion relative to the sign length <br /> variance. <br /> Winiecki moved, seconded by Woodburn, that Council deny <br /> the request far a 7 foot 3 inch sign length variance. Motion failed. (Winiecki <br /> voting in favor; Hansen, Sather and Woodburn opposed) (1-3) <br /> . Sather moved, seconded by Hansen, that Council approve <br /> Case 1188-34, Sign Length Variance of 7 feet 3 inches, 3920 Northwoods Drive, <br /> American Family Insurance, as requested, providing the sign does not exceed the <br /> 100 square foot maximum area requirement. Motion carried. (Sather, Hansen and <br /> Woodburn voting in favor; Winiecki opposed) (3-1) <br /> There was Council discussion relative to amending the Sign Ordinance as it <br /> relates to setback requirements along the highways; it was noted there have been <br /> many requests for variances from the requirements and it may be worthwhile to <br /> review the requirements. <br /> Planner Bergly suggested a language change could be incorporated into the the <br /> Ordinance relating the setback to proximity factors. <br /> Council directed the Planner to review the existing signage and recommend <br /> language changes to the Ordinance. <br /> CASE #88-33; AMEND. Council was referred to a memorandum from the Clerk <br /> COMPo PLAN, ADD Administrator dated 11-10-88, recommending Attorney <br /> LAND STUDY I-694/3SW Lynden review the proposed amendment to the Comprehensive <br /> . Plan and draft the language amendment. <br /> Planner Bergly reviewed the Planning Commission recommendations for changes in <br /> the plan from their meeting of 11-2-88. <br /> Council discussed whether or not the area identified for medium/high density at <br /> the southeast corner of the lake should be Rezoned at this time. <br /> Planner Bergly advised the Comprehensive Plan is general by nature and identifies <br /> the uses the City proposes for the land. Bergly noted the higher density zoning <br /> areas provide for the PUD approach to development; Council would review and <br /> proposals for the area prior to Rezoning. He advised the Study Plan drafted by <br /> the Task Force would be added to the Comprehensive Plan and some minor wording in <br /> the text of the document would be changed. <br /> Winiecki moved, seconded by Sather, that Council refer <br /> Case #88-33 to the City Attorney for his review, comments and incorporation into <br /> the Arden Hills Comprehensive Development Plan, as revised by Planning Commission <br /> submitted by Planner Bergly on 11-4-88. Motion carried unanimously. (4-0) <br /> , CASE #88-32; AMEND Moved by Winiecki, seconded by Sather, that Council refer <br /> SEC. V, ZONING ORD. Case #88-32, Amendment to Section V, Zoning Ordinance, <br /> GB DIST. & REZONING by Adding a Gateway Business District and Rezoning that <br /> district from I-I and R-1 to the Gateway Business <br /> District, to Attorney Lynden for his review, comments and to draft the amendment <br /> as submitted by Planner Bergly on 11-14-88. Motion carried unanimously. (4-0) <br /> REQ. TRAFFIC STUDY; Council was referred to a memorandum from the Clerk <br /> GATEWAY BUS. DIST. Administrator dated 11-9-88, relative to a request from <br /> Planner Bergly to conduct a traffic study at the proposed <br /> Gateway Business District. The study would be conducted by Engineer Glen Van <br /> Wormer of SEH at a cost of $1,000.00. <br /> Hansen moved, seconded by Sather, that Council approve <br /> the expenditure not to exceed $1,000.00 for Engineer Van Wormer to conduct a <br /> traffic study at the Gateway Business District. Motion carried unanimously. (4-0) <br /> REPORT OF PARK DIRECTOR <br /> PARK DEDICATION; Councilman Sather reported on the negotiations for the <br /> AMERICAN FAMILY INS. American Family Insurance site, 3920 Northwoods Drive, <br /> 3920 NORTHWOODS DR. and referred Council to the letter from Opus Corporation <br /> . dated 10-31-88. He explained the process for arriving at <br /> the total amount, based on a 7% fee and stated the percentage is in line with <br /> park dedications received for other Opus properties. <br />
