<br /> , ~INUTES OF THE ARDEN HILLS REGULAR COUNCIL MEETING , <br /> Monday, October 24, 1988, 7:00 p.m. - Village Hall <br /> CALL TO ORDER Pursuant to due call and notice thereof, Mayor Woodburn <br /> called the meeting to order at 7:00 p.m. <br /> ROLL CALL The roll being called the following members were present: <br /> Mayor Robert Woodburn, Councilmembers Nancy Hansen, <br /> Thomas Sather, Gary Peck and Jeanne Winiecki. Also Present: Public Works <br /> . Supervisor Robert Raddatz, Clerk Adminietrator Gary Berger and Daputy Clerk <br /> Catherine Iago. <br /> LJVFD 1989 BUDGET Council was referred to a memorandum from Clerk <br /> & CONTRACT DISC. Administrator Berger, 10-21-88, relative to the 1989 <br /> LJVFD Budget. <br /> Fire Chief Dan Winkel was present to answer any Council questions. <br /> Council questions and comments were as follows: <br /> -Hansen questioned the increase in Workmen's Compensation, under <br /> Administration, Item 1.03. Winkel advised the figure is determined by the <br /> State and based on population; the LJVFD is anticipating the State will <br /> increase the formula used to determine the amount. He explained the formula <br /> used was $122.00 per 100 population to arrive at this figure. <br /> -Hansen questioned the increase in the Benefit Association donation, Item <br /> 1.07, under Administration. Winkel stated the figure is the amount given to <br /> the Benefit Association by the Fire Department. <br /> -Hansen questioned if the amount listed for Public Relations and Fire <br /> Prevention would be contributed from each of the four fire stations. Winkel <br /> . advised each station contributes that amount; he reviewed the events offered <br /> by LJVFD relative to Fire Prevention and educating the public. <br /> -Hansen commented that Item 1.06, Emergency Expenses, should be deleted <br /> from the Budget. <br /> -Hansen questioned Item 1.18, Safety Committee. Winkel explained the <br /> committee was formed approximately a year ago to review new regulations <br /> the fire department must adhere to. He stated a Safety Officer was appointed <br /> to work with the committee which will review Federally mandated regulations. <br /> -Winiecki questioned the if the LJVFD manpower had increased. Winkel advised <br /> in 1987 there were 19 firefighters and currently there are 21 firefighters; <br /> he stated they are anticipating an increase of 2 or 3 in 1989. Total number <br /> of firefighters, in all four stations is 74. <br /> -Winiecki questioned if all personnel training is done at one fire station. <br /> Winkel advised it is a combined effort, training is sometimes done by an <br /> individual station, other times it is done with a combined group. <br /> -Winiecki questioned how Arden Hills coSt for training is determined. Winkel <br /> etsted the City is responsible for one-fourth of the training costs. <br /> -Winiecki questioned how many fire calls Station #1 participated in within <br /> the last six months. Winkel did not have the information available; he <br /> stated those figures are available at the Village Hall. <br /> -Winiecki questioned if the $3,750.00 for the Fire Marshall vehicle was Arden <br /> Hills portion. Winkel advised the figure is one-fourth of the vehicle cost. <br /> . -Winiecki questioned if the 100 pagers purchased in 1988 were paid for. <br /> Winkel advised 92 pagers were purchased and are paid for. <br /> -Winiecki questioned if the trucks in the 1988 budget summary were sold. <br /> Chief Winkel advised two of the trucks had been sold. <br /> -Winiecki commented the Fire Department had budgeted funds for a copier; she <br /> suggested Council/Winkel discuss the Fire Department utilizing the current <br /> City copier in the event a new copier is purchased for City Hall. <br /> -Mayor Woodburn commented the Council had approved $185,000.00 for the 1989 <br /> LJVFD Budget; the Fire Department would be responsible for determining how <br /> the funds are utilized. <br /> -Council advised Winkel the Finance Committee had recommended a $30,000.00 <br /> reduction in the budget figure. <br /> -Hansen questioned why purchase of fire trucks wss included in the 1989 <br /> Budget. Winkel stated the trucks were included as a reminder to all the <br /> cities of their agreement to purchase fire vehicles when necessary. He <br /> stated the cities of Shoreview and North Oaks set aside funds annually for <br /> purchase of fire vehicles and building renovation. Hansen advised the Fire <br /> Department had agreed to pay the remaining costs for Station #1 or purchase <br /> the next fire truck; LJVFD had agreed to purchase the next truck. <br /> . <br />
