Minutes of the Arden Hills Regular Council Meeting, October 24, 1988 <br /> Page 2 <br /> LJVFD (Cont'd) Council commented that the 1989 Budget figure had been <br /> approved and questioned if it would be acceptable for the <br /> LJVFD to return the budget with amendments to remain within the budgeted amount. <br /> There was discussion relative to the verbal agreement between the LJVFD and the <br /> City regarding the reduction of the depreciation monies; the fund was to be <br /> . reduced to $200,000.00. Council commented that until such time as the fund is <br /> reduced no capital equipment will be purchased by the City; the capital equipment <br /> monies were deleted due to the fact Council was of the opinion the reduction of <br /> funds would not occur in 1989. It was also noted that part of the agreement was <br /> for the City to pay for part of the building renovation at Station #1. <br /> Chief Winkel stated he was not given an opportunity to present and discuss the <br /> 1989 LJVFD Budget to the Finance Committee; he stated some of the costs are <br /> beyond the control of the Fire Department. Winkel expressed concern that an <br /> arbitrary figure waS set without any discussion. <br /> There was discussion relative to the budgetary process. Winkel advised he would <br /> prefer to have the opportunity to discuss the fire budget with the Finance <br /> Committee and Council prior to approval. <br /> Mayor Woodburn stated the budget figure set for 1989 is approximately a 5% <br /> increase over the 1988 fire budget; he noted the Finance Committee recommended <br /> deletion of the Capital Equipment items and reduced by $30,000.00 to help <br /> accommodate needs of other departments and balance the budget. <br /> Winkel suggested the Fire Department be given an opportunity to discuss budget <br /> items with Council and the Finance Committee and also discuss alternate methods <br /> . of financing capital equipment purchases to maintain the same level of service to <br /> the City. <br /> Winkel advised Council the LJVFD had not received the payment for last half of <br /> 1988; Council explained that no signed contract had been received from the fire <br /> department to date. <br /> LJVFD 1988 CONTRACT Council was referred to the 1988 LJVFD Contract and Clerk <br /> Administrator Berger advised both the City Attorney and <br /> Fire Department Attorney had reviewed and approved the contract. <br /> Winkel adVised the LJVFD Attorney had not verified the contract is approved. <br /> Council noted that fire inspections were not budgeted for 1989; it was suggested <br /> the fees could be charged to the permit applicants where appropriate. <br /> Chief Winkel suggested Council consider setting a policy whereby a property owner <br /> would reimburse fees for fire services involving ~he, handling of hazardous materials. <br /> Winkel questioned Section B, page 4, of the contract, relating to Semi-Annual <br /> Fire Reports; he recommended preparation of an annual report rather than <br /> . semiannually. Council concurred annual reporting would be eufficient. <br /> It was determined that the Clerk Administrator and Fire Chief should discuss <br /> dates for submission of reports required in by the contract and insert dates <br /> mutually agreed upon. <br /> Winkel requested he reserve the right to verify the Fire Department Attorney <br /> approval of the contract prior to execution. Council concurred with his request. <br /> Hansen moved, seconded by Peck. that Council approve the <br /> 1988 LJVFD Contract, as amended on Page 4, Section B, to require annual reports <br /> rather than semiannual reports and the dates for submission of reports to be <br /> mutually agreed upon by the Fire Chief and Clerk Administrator. Motion carried <br /> unanimously. (5-0) <br /> Council determined the payment for fire services for the last half of 1988 would <br /> be forwarded to the fire department upon receipt of an executed contract. <br /> . <br />
