Also present: <br />Attorney James Lynden, Planner John Bergly, Treasurer Frank Green, Parks Director <br />John Buckley, Public Works Supe~isor Robert Raddatz, Clerk Administrator Gary <br />Berger and Deputy Clerk Catherins Iago. <br /> <br />CLOSED MEETING <br /> <br />Council discussed pending litigation in a closed meeting <br />between 7:00 and 7:30 p.m. <br /> <br />APPROVE MINUTES <br /> <br />Peck moved, seconded by Sather, that Council approve the <br />minutes of the August 29, 1988 Regular Council Meeting as <br />submitted. Motion csrried unenimously. (5-0) <br /> <br />BUSINESS FROM FLOOR <br /> <br />None. <br /> <br />REPORT OF PLANNER <br /> <br />CASE 188-26; SUP, <br />INSTITUTIONAL HSING. <br />3200 HAMLINE AVE., <br />LITTLE aROS/ELDERLY <br /> <br />Council was referred to Planner Bergly's revised report <br />of 9-12-88 regarding the application for a Special Use <br />Permit for Institutional Houaing at 3200 Hamline Avenue, <br />Little Brothere/Frienda of the Elderly. <br /> <br />Bergly reviewed the request for a SUP to operate the facility on a 4.0 acre site <br />in an R-l District. He displayed an existing site plan and explained a 50 foot <br />path and small patio would be constructed to facilitate wheelchairs; these two <br />items are the only proposed changes to the site. <br /> <br />The Planner outlined the existing use on site for daytime recreational activities, <br />vacation sessions and staff/volunteer retreats and meetings. He referred Council <br />to the change in numbers of persons that would attend the overnight/vacation <br />activities; the applicant is now requesting 3 to 4 persons for overnight visits. <br /> <br />Council was referred to the Planning Commies ion minutes of 9-7-88 unanimouely <br />approving the application based on the four 1telU listed under "Concluaions" in <br />the Planner's report and conditioned upon the 5 iteme listed on page 2 of the <br />Planner's report of 9-12-88. <br /> <br />Council inquired as to the conditions of the Bradford will which specified if the <br />Little Brothers/Friends of the Elderly were unable to continue the present use the <br />property would revert to Presbyterian Homes; asked Hoffman if he had any knowledge <br />of the Presbyterian Homes intended use of the property in the event it did revert <br />to their ownership. <br /> <br />John Hoffman, Attorney representing Little Brothers/Friends of the Elderly, <br />advised he had no knowledge of Presbyterian Homes intended use of the site. <br /> <br />Rod Schumacher, 3140 North Hamline Avenue, stated he did not favor any expansion <br />of the eite elthough he ie not oppo.ed to the preeent u.e of the .ite. Schumacher <br />was of the opinion any axpansion to the site would decrease his property value. <br /> <br />Tom LaNasa, 3153 Shoreline Lane, expressed opposition as to future expansion of <br />the site; stated he approves of the preeent use. <br /> <br />Planner Bergly advised any proposed expansion of the site would require an <br />amendment to the SUP and a public hearing would be acheduled. <br /> <br />There was discussion relative to the facilities meeting code requirements. <br /> <br />Bergly advised the property meets code requirements for sanitary facilities and <br />use; he was unsure as to whethar or not the house would meet code requirements. <br /> <br />Caretaker John Wright explained' the estate was given monies as a condition of the <br />Bradford will to update the structure to meet all code requirements. <br />
