<br />M111utes of the Arden Hills Regular <-O""l'-'U Meeting, September 12, 1988 <br />Page 2 <br /> <br />.. <br /> <br />, <br /> <br />. . <br /> <br />CASE 188-26 (Cont'd) <br /> <br />Mayor Woodburn suggested overnight parking on the road <br />be prohibited. <br /> <br />Caretaker John Wright adviaed the overnight visitor parking has been limited to <br />on-site parking only. <br /> <br />There was Council discussion relative to the drsinage easement on the property; <br />Council commented the easement should be in favor of Ramsey County rather than the 4IIr <br />City of Ardsn Hills. <br /> <br />Hsnsen moved, seconded by Winiecki, that Council approve <br />Caee 188-26 the application for a Special Uee Permit for Institutional Housing on <br />the Estete of John Bradford. 3200 Hamline Avenue North, Little Brothera/Frianda of <br />the Elderly, baaed on the fo110winll <br /> <br />1. The 4.0-acre site is large for a single-family residence and has space to <br />accommodate the proposed use. <br />2. The site provides natural tree cover that effectively separates the home <br />snd yard from neighboring homes. <br />3. The primary sctivity ares on the site is situsted near the center of the <br />site, leaving a distance of approximately 200 ft. to the residence on the <br />south snd 300 ft. to the residence on the north. <br />4. The property is large enough to be redivided to create seven or eight <br />additional building sites. <br /> <br />and, furthermore, that Council approval is contingent upon the following: <br /> <br />A. Th. ue. of the ait. will b. in aub.tantial conformanc. with the ue.. <br />stipulated on page 1 of the Planner's revised report dated 9-12-88 under . <br />"REQUEST" and referred to as Daytime Recreation Activitiee, Vacation <br />Seseions and Staff/Volunteer Retreata. <br />B. Any changes in the site will require an amendment to the Special Use <br />Psrmit as provided for in the Zoning Ordinance. <br />C. A resident carataker ahall ea. that the buildings and grounds are <br />maintained in a manner compatible with tha neighborhood. <br />D. Staff or volunteers shall be on the site at all times that invited <br />visitore are present. <br />E. In the event objectione are received in regards to the parking conditions <br />on-site or in the area the Special Use Permit will be reviewed by Planning <br />Commission and Council. <br /> <br />Motion carried unanimously. (5-0) <br /> <br />CASE 188-27; SUP <br />VSAT DISH ANTENNA <br />4105 NO. LEXINGTON, <br />J.A. DOERRER AGENCY <br /> <br />Council was referred to the Planner's report of 9-7-88 and <br />relative to the application for a Special Use Permit to <br />operate a VSAT Satellite Dish Antenna, 4105 Lexington <br />Avenue North, J.A. Doerrer & Daughter Insurance Asency. <br /> <br />Bergly explained the request for s temporary permit to operate the antenna had <br />been approved by Council at their Regular Meeting held August 29. He stated the <br />Planning Commission had held a Public Hearing at their meeting held 9-7-88 and ~ <br />unanimously recommended approval of the SUP. <br /> <br />The Planner noted the antenna has been on the roof and in operation for the last <br />month; he has viewed the antenna from surrounding buildings and it is barely <br />visible from the third floor of tbe ne11bboring buildinge. Berlly adviaed tbe <br />antenna is not visible from any street in the area. <br /> <br />Bergly noted the unique conditione and rationale for Planning Commission approval <br />was based on the limited exposure to nearby uses, proximity of otber dishes on <br />neigbboring property and generally visible broadcasting towers in the vicinity. <br /> <br />Hansen moved, seconded by Peck, that Council approve Case <br />#88-27 an application for s Special Use Permit for a VSAT Dish Antenna at 4105 <br />North Lexington Avenue, J.A. Doerrer and Daughter Agency Farmers Insurance Group, <br />subject to the 3 ft. by 5 ft. antenna being located to the center-rear of the <br />building and it is to project no 'higher than 6 ft. above the roof.
