STUDY (Cont'd) <br /> <br />Council comments and questions: <br /> <br />-Driveway access for businesses would be limited; no left turns would be <br />required and are businesses willing to sacrifice driveways. <br />-Did the study include the two lights west of Pine tree at the overpass ramp? <br />-Were any alternatives discussed; signal at Harriet and Lexington rather . <br />than this location? <br />-Costs for interconnecting the signal with the two signals on the ramp? <br /> <br />Soler advised the State requires the signal lights be interconnected and agree to <br />installation if the County study results in a determination the light is <br />warranted. <br /> <br />Councilmember Winiecki suggested the traffic be routed to the northeast corner of <br />the MSI parking lot and merge into the ramp that is sign~led on the east end of <br />the bridge. <br /> <br />Mike Flannagan, St. Paul Book and Stationary, and a representative from MSI <br />Insurance were present and spoke in favor of the signalization of the <br />intersection. Flannagan commented that the businesses had held a meeting snd <br />unanimously agreed the signal ie necessary. <br /> <br />Council discussed with the traffic engineer the configuration of the median and <br />signal and cost estimates; Soler advised preliminary diagrams and cost estimates <br />could be drafted for Council review. <br /> <br />Sather moved, seconded by Winiecki, that Council request <br />the Ramsey County Traffic Engineer prepare and submit to Council for review by the . <br />end of October 1988 a rendering of the traffic control device proposed for the <br />interaection of County Road E and Pinetree Drive and a cost estimate for Arden <br />Hills participation on a one-third share basis. <br /> <br />Peck moved to amend the motion, seconded by Sather, that <br />the County contact residents and businesses along County Road E, between Lexington <br />Avenue and old Snelling Avenue, to notify them of the proposed signal and solicit <br />their comments prior to Council action on this matter. Amendment to the motion <br />carried unanimously. (5-0) <br /> <br />Original motion as amended carried unanimously. (5-0) <br /> <br />RES. #88-29; <br />COMM. ACCESS <br />MANAGEMENt <br /> <br />Sather moved, seconded by Peck, that Council approve <br />Resolution No. 88-29, Support inK Community Access <br />Management By A Non-Profit Corporation. Motion carried <br />unanimously. (5-0) <br /> <br />REQ. PLAN. COMM. <br />APPOINTMENT; <br />TERRY SCHUTTEN <br /> <br />Council was referred to the letter submitted by Terry <br />Schutten, 1251 Wyncrest Court, 9-8-88, expressing an <br />interest and submitting application for sppointment to <br />the Planning Commission. <br /> <br />. <br /> <br />Mayor Woodburn indicsted he was not prepared at this time to recommend <br />appointment. <br /> <br />CLAIMS & PAYROLL <br /> <br />Hansen moved, seconded by Sather, that Council approve <br />Claims and Payroll as submitted. Motion carried <br />unanimously. (5-0) <br /> <br />TENT PERMIT; <br />HOIGAARD'S, INC <br /> <br />Hansen moved, seconded by Sather, that Council approve <br />the application for a Tent Permit for Hoigaard's, Inc., <br />for September 19 thru 26, 1988, contingent upon review and <br />Motion carried unanimously. (5-0) <br /> <br />approval by Fire Chief. <br /> <br />FINAL LANDSCAPE <br />REPORTS <br /> <br />Council was referred to the final landscape inspection <br />reports from Inspector Ervin Oelke dated 9-11-88. <br /> <br />Councilmember Winiecki advised the final approval should be contingent upon the <br />recommendations for replacement of dead or missing plant materials, as outlined in <br />the individual reports of the inspector. <br /> <br />. <br />
