Absent: Councilmembers Nancy Hansen and Thomas Sather. Also present: <br />Attorney James Lynden, Planner John Bergly, Engineer Barry Peters, Park Director <br />John Buckley, Public Works Supervisor Robert Raddatz, Clerk Administrator Gary <br />Berger and Deputy Clerk Catherine Iago. <br /> <br />. <br /> <br />CLOSED MEETING <br /> <br />Council discussed pendinQ special assessments in a clossd <br />meeting between 7:00 - 7:30 p.m. <br /> <br />APPROVE MINUTES <br /> <br />Peck moved, seconded by Winiecki. that Council approve the <br />minutes of the July 25, 1988 Regular Council Meeting as <br />submitted. Motion carried unanimously. (3-0) <br /> <br />BUSINESS FROM FLOOR <br /> <br />None. <br /> <br />REPORT OF PLANNER <br /> <br />CASE #88-25; SUP <br />ELEC. RECEIVING <br />DISH, CONTROL DATA, <br />4201 NO. LEXINGTON <br /> <br />Council was referred to Planner Bergly's report of 8-8-88, <br />regarding the request to install an electronic receiving <br />dish on the roof of Control Data Corporation, 4201 North <br />Lexington. <br /> <br />Bergly explained the antenna is proposed to be installed on the roof of Building #2 <br />in the Control Data complex. The dish is 1.8 meters (5.9 feet) in diameter and will . <br />be installed to the maximum height will be 7-1/2 feet above the roof. <br /> <br />The Planner reported there was a public hearing held at the 8-3-88 Planning <br />Commission meeting; no one appeared to speak in favor of or opposed to the SUP. <br /> <br />Bergly identified two. homes to the west and north that would have limited exposure <br />to the antenna and explained these residences would also view the City water tower <br />and mechanical equipment on other buildings in the area. <br /> <br />Council was referred to the Planning Commission minutes of 8-3-88. recommending <br />approval of the Special Use Permit with conditions as noted in the minutes. Bergly <br />advised a Public Hearing was held at the Planning Commission meeting and no one <br />appeared to speak in opposition to the request. <br /> <br />Peck moved, seconded by Winiecki, that Council approve Case <br />#88-25. application for Special Use Permit to install a VSAT "dish" antenna on <br />Building #2. Control Data Corporation, 4201 North Lexington Avenue, contingent upon <br />the following: <br /> <br />1. The antenna be located on the roof as near the center of the building as <br />possible. <br />2. The antenna is to be 1.8 meters in diameter. <br />3. The antenna shall be no higher than 8 feet above the roof. <br /> <br />. <br /> <br />Motion carried unanimously. (3-0) <br /> <br />CASE #88-22; SITE <br />PLAN REVIEW & VAR. <br />FOR PARKING LOT, <br /> <br />Council was referred to the application for Site Plan <br />Review parking lot expansion and Variance for Surfacing <br />Material at Bethel Collega. <br /> <br />Planner Bergly advised the Master Plan for the campus would be amended with the <br />addition of the parking lot as proposed and the elimination of a parking lot shown <br />on the sourheast corner of the campus near the new maintenance building. <br /> <br />Bergly stated the proposed parking lot has no acess from external streets and the <br />trees in the area would be saved and relocated on the site. <br /> <br />The Planner noted that RCWD has expressed concern relative to the drainageway on <br />site; SOme erosion has occured in the drainage area and RCWD has indicated the <br />erosion may have been created by water coming from areas off campus. RCWD has <br />requested Bethel prepare a water management plan before considering approval of a <br />drainage permit; Bergly advised the preparation of the plan would delay the project <br />several months. <br /> <br />. <br />
