Also discussed was the possibility <br />of screening the proposed parking lot from Hamline Avenue. <br /> <br />I <br /> <br />Bergly stated it would be appropriate to relocate the trees on the Hamline side of <br />the parking lot to serve as a buffer; he noted the parking lot would be at a higher <br />elevation than Hamline Avenue. He advised a condition could be attached to approval <br />indicating the trees be placed on the eaat aide of the lot to aerve as a buffer. <br /> <br />Council questioned the type of surface material proposed for the parking lot. <br /> <br />Bergly explained the material utilized would be Class I aggregate suface; he noted <br />it compacts more and is more water repellant due to compaction. <br /> <br />Council questioned if the material used would create dust problems in the area. <br /> <br />Engineer Peters advised the lot would not have a constant stream of traffic and the <br />possibility exists under hot/dry conditions that a dust problem could occur; he <br />suggested a condition could be attached to approval recommending the applicant <br />water the parking area to control dust problems. He stated he would recommend <br />approval of the proposed Class I aggregate surface. <br /> <br />Craig Hjelle, Director of Physical rlant at Bethel College, advised the college . <br />would be willing to relocate the trees on the east side of the lot although the lot <br />is not very visible from Hamline Avenue. He also stated the college is trying to <br />"stage" construction of the parking lot for budgeting purposes and the aggregate <br />surface was suggested for economic reasons. Hjelle indicated the funds proposed for <br />the lot would be utilized this year toward preparation of the report requested by <br />RCWD, the parking lot would be constructed in 1989 and the bituminous surfacing <br />would be proposed for completion in 1990. <br /> <br />There was Council discussion relative to condition #4, page 3 of the Planning <br />Commission minutes. Planner Bergly explained the intent of the Commission was to <br />recommend the bituminous surface be in place within one year of completion of the <br />parking lot construction, rather than within one year from date of Council <br />approval. <br /> <br />Moved by Winiecki, seconded by Peck, that Council approve <br />Case #88-22, Site Plan Review and Variance for Parking Lot Surfacing Material, <br />Bethel College, contingent upon the following: <br /> <br />1. The Rice Creek Watershed District issuing a permit for the proposed <br />stormwater drainage plan, including repair of the eroded ditch adjacent to <br />the parking lot. . <br />2. The Village Engineer approve the surfacing material as required by the <br />Zoning Ordinance. <br />3. Bethel College provide a bituminous surface on this lot, approved by the <br />Village Engineer within one year from the date of completion of construction <br />of the aggregate surface lot and prior to students beginning fall semester. <br />4. The parking lot shown in the southeast area of the Campus Master Plan, <br />specifically shown to the rear of the Maintenance Building, be deleted. <br />5. All trees or their equivalent be replanted to the area east side of the <br />parking lot adjacent to Hamline Avenue to serve as a buffer. <br /> <br />Motion carried unanimously. (3-0) <br /> <br />CASE #88-23; REAR <br />YARD SETBACK VAR, <br />1377 EIDE CIRCLE, <br />GERALD DREYLING <br /> <br />Council was referred to the Planner's report of 8-3-88,_ <br />relative to the application for a 12 ft. rear yard setback <br />variance for construction of a three season porch at 1377 <br />Eide Circle. <br /> <br />Bergly reviewed his report of 8-8-88 and referred Council to the minutes of the <br />Board of Appeals meeting 7-21-88 and Planning Commission meeting of 8-3-88. Both <br />bodies recommended approval based on the identified hardships as listed in the <br />minutes. <br /> <br />. <br />
