CASE #88-28; SITE PLAN REV. LAB ADDN 4001 LEXINGTON AVE. Council was referred to the Planner's report of 8-3-88, relative to the proposal to construct a lab addition at 4001 Lexington. Land O'Lakes. I The Planner advised all Ordinance requirements have been met and the materials proposed for construction compatible with the existing building. He noted the drainage plan had been approved by the RCWD and would be issued upon payment of fees by the applicant. Bergly noted the plantings would be replaced in the landscaped area surrounding the proposed addition. The Planner explained the addition would be used for warehouse storage for equipment and there would be no storage of hazardous chemicals. He stated no additional office space would be provided, theerfore parking would not be affected. Council was referred to the Planning Commission minutes of 8-3-88, recommending approval subject to receipt of the RCWD permit. Moved by Peck, seconded by Winiecki, that Council approve Case 88-28, Site Plan Review for Lab Addition at Land O'Lakes, 4001 No. Lexington, subject to the applicant receipt of the permit from Rice Creek Watershed District. Motion carried unanimously. (3-0) . . CASE 888-27; REQ. TEMPORARY PERMIT SATELLITE ANTENNA, 4105 NO. LEXINGTON Planner Bergly explained the request for a temporary permit to install a satellite antenna was submitted for Council consideration due to the fact the SUP application was not submitted prior to the deadline for publication of Notice of Public Hearing, as required by the Ordinance. Bergly advised the antenna was essential to the operation of the insurance business which recently moved to the building located at 4105 Lexington. He explained he was submitting the request for Council consideration and was unsure of City policy regarding such matters. Council questioned the permanency of the antenna structure once it is installed. Gary Myhre, representing contel. explained the antenna is a permanent structure however it is easily removed from the site; he noted it could be removed in one day. He advised the insurance company owns the dish and would be moving it to their new location and it is essential to the business operation. Myhre also advised the "dish" meet all State requirements and design tests. . The Planner adVised the dish would be placed to the rear of the building and would not be visible from the adjacent roadways. He stated the only residential development affected would be an apartment complex located across Lexington Avenue in the City of Shoreview and the complex has a similar antenna. Bergly advised the "dish" may be visible from the third floor of the Roseville Bank and Land O'Lakes buildings. . Peck moved, seconded by Winiecki, that Council approve the request for a temporary permit to install a Satellite "Dish" Antenna at 4105 North Lexington Avenue, Contel, permit to expire within 24 hours after the first Council meeting held September 12. 1988, if formal Council approval is not granted. Motion carried unanimously. (3-0) REPORT OF PUBLIC WORKS SUPERVISOR STORM SEWER; 1451 ARDEN PLACE Council was referred to a memorandum from Public Works Supervisor dated 8-5-88, relative to the storm sewer problems at 1451 Arden Place. Raddatz advised he had responded to a complaint from the resident at that location that the rear yard was caving in. He checked the pipe and found it to be in poor condition. Raddata and Engineer Peters checked the culvert to determine how it could be repaired or replaced. . .
