<br />Minutes of the Arden Hills Regular Council Meeting, August 8, 1988 <br />Page 8 <br /> <br />. . <br /> <br />. <br /> <br />traffic patterns and <br /> <br />Council was referred to a memorandum from Berger dated <br />8-5-88, relative to a Council directive that staff contact <br />Traffic Engineer Glen Van Wormer regarding the review of a <br />signage study update for the City. <br /> <br />TRAFFIC STUDY <br />REVIEW; SEH <br /> <br />Berger explained Van Wormer indicated he was aware of a Cit:y wide study that was done <br />. in 1972; given the changes in traffic patterns and development that has occured in <br />the City, Van Wormer Was of the opinion the study may be too old. The Enaineer <br />advised a new study would cost approximately $1,500.00 Rnd would provide guidance <br />in locating signs to be updated and identifying areas where new signs are needed. <br /> <br />I <br /> <br />Mayor Woodburn disagreed with Van Wormer and stated the 1972 study may provide <br />background information that would apply to current signage. <br /> <br />After discussion, Council concurred that the Clerk Administrator be directed to <br />locate an~ review the old study for information that would provide guidance for the <br />the current traffic and signage situation and how it relates to the current <br />pavement management plan. <br /> <br />PROCLAMATION; TOTAL <br />SPRINKLING BAN <br /> <br />Council was referred to the revised Sprinkling Ban <br />Proclamation. <br /> <br />Berger advised the ban has been effective and there were no enforcement problems to <br />date. <br /> <br />Councilmember Peck suggested the revised proclamation include the language that a <br />fine would be imposed for the second and all subsequent violations. <br /> <br />. Mayor Woodburn suggested the ban be imposed and lifted in conjunction with the City . <br />of St. Paul and other northern suburbs. <br /> <br />)\ <br /> <br />,rw,"(..(.. Peck moved, seconded by Winiecki, that Council approve the <br />, revised Sprinkling Ban Proclamatio~~s submitted and the language include the ban <br />being imposed and lift~ in accord~ance with the City of St. Paul. Motion carried <br />unanimously. (3-0) <br /> <br />CLAIMS & PAYROLL <br /> <br />Peck moved, seconded by Winiecki, that Council approve <br />Claims and Payroll as submitted. Motion carried <br />unanimously. (3-0) <br /> <br />TREASURER REPORT <br /> <br />INVESTMENTS <br /> <br />Clerk Administrator Berger reported on the following <br />investments: <br /> <br />8/1/88 - $100,000.00 invested in the 4M Fund at' 8.25% to <br /> <br />mature 10-31-88. <br /> <br />Berger reported that $600,000.00 was invested in the 4M Fund in $100,000.00 <br />increments at interest rates ranging from 8.25 to 8.5% and maturing between 2-6-89 <br />. through 8-4-89. . <br /> <br />Peck moved, seconded by Winiecki, that Council ratify the <br />Treasurer's report as submitte. Motion carried unanimously. (3-0) <br /> <br />RECYCLING <br />DISCOUNT <br /> <br />Council was advised several calls had been received from <br />residents complaining they were not receiving the 15% <br />discount for recycling. <br /> <br />Council suggested Berger contact Paul Malone and request he review the program and <br />determine possible solutions to resolve this matter. <br /> <br />ADJOURNMENT <br /> <br />Gary R.
