Page 7 <br /> <br />STATUS REPORT; <br />ARSENAL PROP. <br /> <br />Park Director Buckley advised he had been in contact with <br />surrounding communities relative to the use of the Arsenal <br />property for recreational purposes; he stated he would be <br />communities to prepare a proposal. <br /> <br />working with the other <br /> <br />REPORT OF ENGINEER <br /> <br />AWARD BID; 1988 <br />STREET IMPROVMT. <br /> <br />. <br /> <br />Council was referred to a letter from Engineer Peters dated <br />8-8-88 reviewing the bids received for the 1988 Street <br />Improvements. <br /> <br />Peters recommended the project be awarded to the low bidder, Bituminous Consulting <br />and Contracting, in the amount of $72,505.53. <br /> <br />Peck moved, seconded by Winiecki, that Council award the <br />bid for the 1988 Street Improvement Project to Bituminous Consulting and <br />Contracting in the amount of $72,505.53. Motion carried unanimously. (3-0) <br /> <br />The Engineer stated the bids Were lower then anticipated suggested Council coneider <br />utilizing the remaining budgeted funds for streets identified by the Public Works <br />Supervisor as being in need of repair at the present time. <br /> <br />After discussion, Council and Clerk Administrator Berger concurred that additional <br />street repairs would have to be evaluated in light of unexpected expenditures for <br />projects in 1988. <br /> <br />OTHER BUSINESS <br /> <br />. <br /> <br />Councilmember Winiecki recommended Council review the <br />Ordinance regulations relating to satellite antennas; <br />to the recent number of applications and possible <br />technology changes the Ordinance regulations may need to be updated. Council <br />concurred the Planning Consultant could be requested to review the regulations to <br />determine if they should be updated at a future date. <br /> <br />. <br /> <br />REVIEW ORD.; <br />RE: ANTENNA <br /> <br />due <br /> <br />REPORT OF CLERK ADMINISTRATOR <br /> <br />DESIGNATE ELECTION <br />JUDGES & POLLING <br />PLACES FOR 1988 <br /> <br />Council was referred to a list of Election Judges and <br />Polling Places for the 1988 Primary and General Elections <br />to be held September 13 and November 8, 1988. <br /> <br />Peck moved, seconded by Winiecki, that Council approve the <br />1988 Election Judges and Polling Places for the Primary and General Elections as <br />submitted. Motion carried unanimously. (3-0) <br /> <br />REVIEW CONSULT. <br />AGREEMENT; INSP. <br />MCGINLEY <br /> <br />Council was referred to a memorandum from Clerk <br />Administrator Berger dated 8-5-88 relative to the proposal <br />from Charles McGinley for consulting services as rendering <br />plant inspector. <br /> <br />. <br /> <br />Berger reviewed the proposed fees for service, a memorandum and recommendation from <br />Attorney Lynden, an excerpt from the Council Minutes of June 17, 1988 relative to <br />the proposal and a Council report from Kevin Locke, Community Development Director <br />in the City of New Brighton. <br /> <br />Council was referred to the fee schedule for services and Berger noted the total <br />cost for services in the amount of $19,500.00 is proposed to be split by New <br />Brighton and Arden Hills. <br /> <br />Councilmembers and Berger expressed concern that the last page of the proposal <br />appears to be "open-ended" and that it does not outline future costs. <br /> <br />There was discussion relative to the City Attorney meeting with McGinley to discuss <br />the cost breakdown and to review the extent of Arden Hills involvement; the <br />permitting process; compliance monitoring and cooperating with the City of New <br />Brighton as well as sharing inspection fees. <br /> <br />. <br /> <br />After discussion, Council concurred Arden Hills was willing to share the $700.00 <br />cost for initial work performed by McGinley and future costs, however they <br />preferred to see a more detailed cost breakdown. Council requested Berger contact <br />New Brighton to inform them of our intent to participate in the resolution of the <br />inspection matter and to request McGinley appear at a future meeting to discuss the <br />services in a more detailed manner. <br /> <br />. <br />
