<br />CALL TO ORDER
<br />
<br />Pursuant to due call and notice thereof, Mayor Woodburn
<br />called the meeting to order at 7:30 p.m.
<br />
<br />ROLL CALL The roll being called the following members were present:
<br />Mayor Robert Woodburn, Councilmembers Nancy Hansen and
<br />Thomas Sather. Absent: Councilmembers Gary Peck and Jeanne Winiecki. Also
<br />present: Attorney James Lynden, Engineer Barry Peters, Public Works Supervisor
<br />Robert Raddatz, Clerk Administrator Gary Berger and Deputy Clerk Catherine Iago.

<br />APPROVE MINUTES Hansen moved, seconded by Sather, that Council approve
<br />the minutes of the July 11, 1988 Regular Council Meeting
<br />as submitted. Motion carried unanimously. (3-0)
<br />
<br />OATH OF OFFICE Mayor Woodburn administered the Oath of Office to newly
<br />appointed Clerk Administrator Gary R. Berger.

<br />Hansen moved, seconded by Sather, that Council approve
<br />and adopt Special Use Permit Case No. 88-14, granting
<br />permission to C.G. Rein Company and Goodyear Service
<br />Station to operate an automobile service center and
<br />retail space on Lexington Avenue, subject to compliance
<br />Arden Hills Code and special conditions as outlined in the
<br />Village Attorney. Motion carried unanimously. (3-0).

<br />to operate a fast food restaurant and drive-in business
<br />on Lexington Avenue, subject to compliance with
<br />provisions of the Arden Hills Code and special conditions as outlined in the
<br />permit prepared by the Village Attorney. Motion carried unanimously. (3-0)

<br />Resolution No. 88-25, Approving Lot Split of C.G. Rein
<br />Development Parcel For Tax Purposes Only. Motion carried

<br />and adopt Special Use Permit, Case No. 88-16, granting

<br />Place, to operate a beauty salon in the residence,
<br />subject to compliance with provisions of the Arden Hills
<br />conditions as outlined in the permit prepared by the Village
<br />carried unanimously. (3-0)

<br />Sather moved, seconded by Hansen, that Council waive
<br />final reading of Ordinance No. 259. Motion carried
<br />unanimously. (3-0)
<br />
<br />Hansen moved, seconded by Sather, that Council approve
<br />Ordinance No. 259, AMENDING PARAGRAPH 6.d. OF THE SECOND SCHEDULE OF DISTRICT
<br />PROVISIONS IN SECTION 21.8 OF ARDEN HILLS CODE, WHICH PERTAINS TO SPECIAL EVENT
<br />SIGNS, BY DELETING "COUNCIL APPROVAL REQUIRED" AND SUBSTITUTING "NOT REQUIRED".
<br />Motion carried unanimously. (3-0)

<br />Mayor Woodburn explained the amendment authorizes administrative staff approval
<br />of special event signs, which sre now limited to 3 per year, rather than
<br />requiring Council approval.

<br />RENDERING PLANT
<br />
<br />Mayor Woodburn reported on the meeting with MPCA
<br />representatives, New Brighton and Arden Hills Officisls
<br />relative to.the rendering plant. He advised there was
<br />to enforcement of MPCA regulations.

<br />Attorney Lynden commented that MPCA representatives appeared hesitant to enforce
<br />the regulations and appeared inclined to look toward the economic well being of
<br />the industry rather than to the health and welfare of the citizens. He stated
<br />MPCA would favor deferring much of the enforcement to the cities.
<br />
<br />Mayor Woodburn stated MPCA advised they do not have funds nor staff to accomplish
<br />the enforcement of the regulations; he noted Arden Hills encouraged MPCA to find
<br />the funds and staff to enforce the regulations they imposed.
