PLANT (Cont'd) Lynden advised the next meeting would be scheduled at the <br />time MPCA drafts a permit proposal for the three <br />facilities. He stated Inspector McGinley had displayed photographs of the plant <br />conditions at the meeting; Lynden praiaed McGinley's job performance. <br /> <br />. <br /> <br />Mayor Woodburn suggested Council discuss and determine the extent of the <br />inspection involvement at the next regular Council meeting. He requested the <br />Clerk Administrator review the proposal from McGinley and forward to Council for <br />consideration at the next regular Council meeting held August 8. <br /> <br />Clerk Administrator Berger stated Mr. Valentine, Director of Air Quality for <br />MPCA, had pledged to set-up a time line for the p~ant operation compliance with <br />MPCA regulations by July 29. <br /> <br />REPORT OF ENGINEER <br /> <br />APPRV. PLANS & <br />SPECS. 1988 STREET <br />IMPRVMT & AUTH. <br />ADVERT. FOR BIDS <br /> <br />Engineer Barry Peters was present to request Council <br />approval of the plans and specifications and authorize <br />advertisement for bids for the 1988 Street Improvements. <br /> <br />Peters advised the program was set-up based on the 1988 Pavement Management Study <br />and he reviewed the streets scheduled for completion in the first year of the <br />program: <br /> <br />Overlay - Noble Road, Edgewater Avenue and Ridgewood Road. . <br />Sealcoating - Jerrold Avenue, P~ior Avenue, Glenpaul Avenue, Edgewater <br />Avenue, Ingerson Court, Glenarden Road, Ridgewood Road, Arden <br />Oaks Drive, Arden Oaks Court and Pinetree Drive. <br /> <br />Peters stated the improvement would include all work associated with overlay and <br />sealcoating; the estimated cost of the improvement is $90,000.00. Peters advised <br />the bid opening would be held on August 8, 1988 and the project is scheduled for <br />completion by September 15. <br /> <br />Councilmember Hansen questioned if the seal for cracks would be adequate if done <br />at this time of the year; she noted the Engineer had advised it would be better <br />to complete that project in the spring of the year. <br /> <br />Peters stated the cracks would be enlarged at this time of year in order to allow <br />sufficient materials be set in place to seal the cracks; he suggested the program <br />for 1989 begin in the spring of the year as that is the ideal time to atart this <br />type of project. <br /> <br />Mayor Woodburn noted the amount of sealcoating is less than usual due to the <br />proposed overlay on certain streets. <br /> <br />Sather moved, seconded by Hansen, that Council approve <br />the Plans and Specifications and authorize Advertisement for Bids for the 1988 <br />Street Improvements, as outlined end prepared by the City Engineer. Motion <br />carried unanimously. (3-0) <br /> <br />\ <br /> <br />SPRINKLING BAN <br /> <br />Mayor Woodburn reported the sprinkling ban has not been <br />imposed in City as of this date; he directed City staff <br />odd/even days in Arden Hills in the event St. Paul imposes a <br /> <br />to impose the ban on <br />sprinkling ban. <br /> <br />APRV. PLANS & <br />SPECS.; AERIAL <br />PLATFORM FIRE <br />TRUCK, LJVFD <br /> <br />Clerk Administrator Berger reported the Fire Chief was <br />called to a fire scene and is unable to attend the <br />meeting to discuss the plans and specifications for the <br />aerial platform fire truck. <br /> <br />Councilmember Hansen reported the specifications would be submitted to five <br />companies and an advertisement placed in the Fire Journal; the specifications are <br />based on a list of preferences and allow for possible purchase of a demonstrator <br />truck should one become available. <br /> <br />Sather moved, seconded by Hansen, that Council approve <br />the Specifications and Authorize Advertisement for Bids for an Aerial Platform <br />Fire Truck, as submitted by Fire Chief Dan Winkel.
