PLANT (Cont'd) Lynden advised the next meeting would be scheduled at the time MPCA drafts a permit proposal for the three facilities. He stated Inspector McGinley had displayed photographs of the plant conditions at the meeting; Lynden praiaed McGinley's job performance. . Mayor Woodburn suggested Council discuss and determine the extent of the inspection involvement at the next regular Council meeting. He requested the Clerk Administrator review the proposal from McGinley and forward to Council for consideration at the next regular Council meeting held August 8. Clerk Administrator Berger stated Mr. Valentine, Director of Air Quality for MPCA, had pledged to set-up a time line for the p~ant operation compliance with MPCA regulations by July 29. REPORT OF ENGINEER APPRV. PLANS & SPECS. 1988 STREET IMPRVMT & AUTH. ADVERT. FOR BIDS Engineer Barry Peters was present to request Council approval of the plans and specifications and authorize advertisement for bids for the 1988 Street Improvements. Peters advised the program was set-up based on the 1988 Pavement Management Study and he reviewed the streets scheduled for completion in the first year of the program: Overlay - Noble Road, Edgewater Avenue and Ridgewood Road. . Sealcoating - Jerrold Avenue, P~ior Avenue, Glenpaul Avenue, Edgewater Avenue, Ingerson Court, Glenarden Road, Ridgewood Road, Arden Oaks Drive, Arden Oaks Court and Pinetree Drive. Peters stated the improvement would include all work associated with overlay and sealcoating; the estimated cost of the improvement is $90,000.00. Peters advised the bid opening would be held on August 8, 1988 and the project is scheduled for completion by September 15. Councilmember Hansen questioned if the seal for cracks would be adequate if done at this time of the year; she noted the Engineer had advised it would be better to complete that project in the spring of the year. Peters stated the cracks would be enlarged at this time of year in order to allow sufficient materials be set in place to seal the cracks; he suggested the program for 1989 begin in the spring of the year as that is the ideal time to atart this type of project. Mayor Woodburn noted the amount of sealcoating is less than usual due to the proposed overlay on certain streets. Sather moved, seconded by Hansen, that Council approve the Plans and Specifications and authorize Advertisement for Bids for the 1988 Street Improvements, as outlined end prepared by the City Engineer. Motion carried unanimously. (3-0) \ SPRINKLING BAN Mayor Woodburn reported the sprinkling ban has not been imposed in City as of this date; he directed City staff odd/even days in Arden Hills in the event St. Paul imposes a to impose the ban on sprinkling ban. PLANS & SPECS.; AERIAL PLATFORM FIRE TRUCK, LJVFD Clerk Administrator Berger reported the Fire Chief was called to a fire scene and is unable to attend the meeting to discuss the plans and specifications for the aerial platform fire truck. Councilmember Hansen reported the specifications would be submitted to five companies and an advertisement placed in the Fire Journal; the specifications are based on a list of preferences and allow for possible purchase of a demonstrator truck should one become available. Sather moved, seconded by Hansen, that Council approve the Specifications and Authorize Advertisement for Bids for an Aerial Platform Fire Truck, as submitted by Fire Chief Dan Winkel. Motion carried unanimously. (3-0) .
