D (Cont'd) Mayor Woodburn advised it was his opinion reconsideration <br />of this matter should be placed as a regular business <br />item on the Council Agenda to allow Council time to review materials before <br />attending the meeting. He noted that occasionally items requiring expedient <br />attention have received a vote under the "Other Business" portion of the agenda. <br /> <br />. <br /> <br />YOUTH SERVo BUREAU Councilmember Hansen referred to a letter received from <br />the Youth Services Bureau which outlined the number of <br />residents served in Arden Hills and requested a 5% fee increase. She suggested <br />Councilmember Winiecki be asked to review the material and recommend whether or <br />not the Village should continue to participate in the program. <br /> <br />TRAFFIC SIGNAL; <br />HAMLINE/HWY. 96 <br /> <br />Councilmember Hansen referred to the letter from MuDot <br />regarding the possibility of installation of the traffic <br />signal at Hamline and Highway 96 in the fall of 1989. <br /> <br />REPORT OF CLERK ADMINISTRATOR <br /> <br />1989 BUDGET <br />GUIDELINES <br /> <br />Council was referred to a memorandum from former Clerk <br />Administrator Charlotte McNiesh dated 7-21-88, requesting <br />Council review and comments on the guidelines which will <br />be utilized in preparing the 1989 Budget. <br /> <br />Council discussed the items listed in the memorandum which included: Interest <br />income based on percentage return on investments, salary increases and employer <br />contribution toward health insurance, and increase percentage for telephone, gas <br />and electric. <br /> <br />. <br /> <br />Mayor Woodburn explained that the proposed salary increase of 4-1/2 percent was <br />based on a 4% increase due to inflation; he stated the 4-1/2 percent was arrived <br />at based on the rationale that some employees may receive less than the proposed <br />4 percent and some employees recommended for merit increases may receive a higher <br />percentage. <br /> <br />Councilmember Hansen questioned if the increased contribution toward employee <br />health insurance was adequate. <br /> <br />Sather advised the dollar value shown is equal to or greater than most employer <br />contributions toward health insurance. <br /> <br />After discussion. Council concurred with the guidelines shown in the memorandum. <br /> <br />APPORTIONMENT <br />RES'S //88-26, <br />88-27 [, 88-28 <br />NORTHWOODS [, <br />AMBLE PROPERTY <br /> <br />Sather moved, seconded by Hansen, that Council approve <br />Resolution Nos. 88-26, 88-27 and 88-28, relating to <br />apportionment of assessments and as on file in the office <br />of the Clerk Administrator. Motion carried unanimously. <br />(3-0) <br /> <br />APPROVE LICENSE; <br />YOGURT SHOP, <br />SHANNON SQUARE <br /> <br />Sather moved, seconded by Hansen, that Council approve <br />the retail sales license for "I Can't Believe It's <br />Yogurt" at Shannon Square. Motion carried unanimously. <br />(3-0) <br /> <br />\ <br /> <br />PARKS SEMINAR; <br />MKTING [, LIABILITY <br /> <br />Council was referred to the memorandum from Park Director <br />Buckley dated 7-22-88, requesting to attend a two day <br />seminar at a cost of $135.00. <br /> <br />Sather moved, seconded by Hansen, that Council approve <br />the request to attend the Marketing and Liability Seminar on August 23 [, 24, at a <br />cost of $135.00, as submitted by Park Director Buckley. Motion carried <br />unanimously. (3-0) <br /> <br />ADJOURNMENT <br /> <br />Hansen moved, seconded by Sather, that the meeting be <br />adjourned at 8:25 p.m. Motion carried unanimously.
