JOHANNA BLVD., <br /> <br />Council was referred to an excerpt from the minutes of <br />the Public Safety/Works Committee meeting of 7-21-88, <br />relative to the requests for signage at Arden Vista Court <br />and signage/speed reduction on Lake Johanna Boulevard. <br /> <br />Councilmember Hansen explsined a person in attendance at the meeting, not on the <br />committee, suggested that a traffic signal and signage study be done by a traffic <br />engineer; she noted there have been repeated requests from businesses and <br />residents in all areas of the City. She suggested past traffic studies and <br />signage requests received should be reviewed and a City policy be established. <br /> <br />Hansen reported that Deputy Szenay explained the possibility of City liability by <br />not signing certain areas, such as blind intersections. She suggested the City <br />Attorney be contacted for an opinion on City liability at such intersections. <br /> <br />Sather stated Council may consider funding in the 1989 Budget for a traffic study <br />and policy development; he suggested that surrounding communities be contacted to <br />provide consistency in the signage and traffic signals throughout this area. <br /> <br />Mayor Woodburn advised that a study of this nature was completed in the City; he <br />suggested the old study be reviewed by the Glen Van Wormer, Traffic Engineer, and <br />request he provide a brief report to Council at a future meeting. <br /> <br />Hansen also pointed out thst some signs in the Village may be outdated and do not <br />meet current height regulations; she and Sather agreed it would be in the best <br />interest of the Village to have sign consistency and a policy regarding signage <br />and traffic signals. <br /> <br />DEAD END SIGN; <br />ARDEN VISTA CT. <br /> <br />Councilmember Hansen reported she had viewed the area of <br />Arden Vista Court and advised it may be difficult for <br />motorists to determine it is a dead-end street; she <br />the dead-end sign at that location as requested by residents <br /> <br />favored placement of <br />in the area. <br /> <br />Hansen moved, seconded by Sather, that Council approve <br />the request for a "Dead-End" sign at the entrance to the cul-de-sac on Arden <br />Vista Court. Motion carried unanimously. (3-0) <br /> <br />Council directed Public Works Supervisor Raddatz to install the sign at that <br />location. <br /> <br />REQ. SEMAPHORE; <br />RED FOX/LEXINGTON <br /> <br />Council discussed the request for a traffic signal at <br />the intersection of Red Fox Road and Lexington Avenue. <br /> <br />Councilmember Hansen recalled a similar request for a semaphore at the <br />intersection of Grey Fox Road and Lexington; Council had denied that request. <br /> <br />No action taken on this matter. <br /> <br />OTHER BUSINESS <br /> <br />PARK COMMITTEE MTG. <br /> <br />Councilman Sather advised he would be unable to attend <br />the Park Committee meeting on July 26. <br /> <br />Mayor Woodburn stated he would be able to attend after 9:00 p.m.; suggested the <br />Clerk Administrator may elect to attend and be introduced to the committee. <br /> <br />IMPRVMENT/OVERLAY; <br />COUNTY ROAD D <br /> <br />Councilman Sather moved that Council reconsider the <br />$4,800.00 expenditure for improvement of the roadway <br />shoulder along the Arden Hills portion of County Road D. <br /> <br />There was discussion of procedural policy and rules of order for conducting <br />business at Council meetings. <br /> <br />Councilmember Hansen stated the Acting Clerk Administrator had suggested the <br />matter be addressed under "Old Business" on the agenda this evening. She pointed <br />out the City of Roseville would be reviewing this matter at their meeting tonight <br />and work on the project would begin soon. Hansen spoke in favor of the motion. <br /> <br />Mayor Woodburn ruled the motion out of order. <br /> <br />Councilmember Sather questioned if this matter could be addressed at the next <br />Regular Council Meeting held August 8. <br />
