<br />Minutes of the Arden Hills Regular Council Meeting, June 13, 1988 <br />Page 3 <br /> <br />CASE #88-14 & 15 <br />(Cont'd) <br /> <br />. <br /> <br />Bergly explained the Planning Commission had recommended <br />denial of the Site Plan for this location based on the <br />interior traffic problems and the opinion of the <br />Commission that a more functional site plan could be submitted. Commission also <br />recommended the applicant confer with the City Traffic Engineer to discuss <br />internal traffic circulation on the site and the pass thru lane in the drive-thru <br />area of the Burger King restaurant and that a pedestrian crosawalk be included <br />from the Burger King to the retail store attached to the Goodyear Center. <br /> <br />The Planner reported that the applicant had agreed to revise the landscape plan <br />to include plantings on the north and east side of the Goodyear building. He also <br />stated the applicant had agreed to submit a signage plan for approval at a later <br />date. <br /> <br />In reference to the 400 ft. distance between fast food restaurant and public <br />recreation areas, Bergly reported staff had determined the YMCA is not a public <br />use as defined by ordinance. <br /> <br />The City Engineer has reviewed the site plan and traffic projections and <br />determined the access from Lexington Avenue would not create significant delay or <br />traffic problems on Lexington Avenue. Peters submitted a memorandum, dated <br />6-10-88, advising the Traffic Engineer had recommended the following revisions to <br />the site plan for interior traffic on site: <br /> <br />. <br /> <br />1. Widen drive-thru on south side of the Burger King restaurant east of the <br />building. <br />2. Longer radius on west and east ends of drive-thru. <br />3. Move entrance from Lexington Avenue to the south to permit alignment of <br />the west bound entrance road with aisle between Burger King and the <br />parking island. <br />4. Modify parking island east of building to provide better traffic flow and <br />sight distances. <br />5. Place stop signs at the east end of the Burger King drive-thru and for <br />southbound traffic from the front of the Good Year store. <br />6. Move entrance to the retail development west of the Good Year store to the <br />West side of the building. <br /> <br />Bergly noted the developer had agreed to the recommendations and submitted a <br />revised site plan. <br /> <br />The Planner advised that the Planning Commission had also recommended the <br />approval of the Goodyear Service Center include a provision that no fuel would be <br />dispensed at any time on this site. <br /> <br />Winiecki moved, seconded by Hansen, that Council approve <br />Case No. 88-14, Special Use Permit to allow a Service Station identified as <br />Goodyear Service Center and outlined in the application submitted by C.G. Rein <br />Company, contingent upon the following: <br /> <br />. <br /> <br />1. The proposed development meets 10cational criteria established in <br />Section IV.C.l of the City Code. <br />2. The proposed development will not unreasonably increase traffic volumes <br />on Lexington Avenue. <br />3. The development is proposed on a lot exceeding the 24,000 square foot <br />minimum lot size. <br />4. The proposed development meets the special site plan requirements of <br />Section VI.C.2 of the City Code, that the landscaping in lieu of a screen <br />fence is found acceptable and that access to the site with a divided <br />entrance has been determined to be acceptable to the City Engineer as <br />reported"in his memorandum of 6-10-88. <br /> <br />and, furthermore, that there would be no dispensing of motor fuel at ahy time on <br />the site. Motion carried unanimously. (4-0) <br /> <br />. <br /> <br />Winiecki moved, seconded by Peck, that Council approve <br />Case No. 88-15, Special Use Permit to allow a Fast Food Restaurant identified as <br />Burger King and outlined in the application submitted by C.G. Rein Company, <br />contingent upon the conditions #1 thru #4 as stated in the approval for Case No. <br />88-14, and upon the inclusion of the pass thru lane and turning radius increase <br />in the drive-thru area of the restaurant as recommended by the City Traffic <br />Engineer. Motion carried unanimously. (4-0) <br />
