Houle being the <br />lowest at $14,800.00. He further advised the City could purchase the rock for a <br />cost of $2,500.00, for a total cost of $17,300.00. Peters explained the apron <br />repair would cost $2,500.00. <br /> <br />Council questioned if the ditch restoration costs would increase if the project <br />were postponed until the winter months. <br /> <br />Peters stated he had questioned Houle and was advised the cost should not <br />increase. <br /> <br />Moved by Sather, seconded by Winiecki, that Council place <br />this item in the 1989 budget and request staff to inform the Finance Committee of <br />this item. Motion carried unanimously. (4-0) <br /> <br />Moved by Sather, seconded by Winiecki, that Council <br />authorize the expenditure of $2,$00, to correct apron at the drainage ditch on <br />Royal Hills area. Motion carried unanimously. (4-0) <br /> <br />REPORT OF FIRE CHIEF <br /> <br />1988 LJVFD BUDGET <br />AND 1988 CONTRACT <br /> <br />Council questioned if the 1988 LJVFD Contract and lludget <br />had been submitted in the final format. <br /> <br />Chief Winkel advised he had forwarded the contract to the LJVFD attorney for the <br />final draft. Winkel stated he would prefer to meet with Arden Hills and North <br />Oaks to clarify the language changes. He also advised he had submitted s copy of <br />the 1988 Budget, with reductions, to the Clerk Administrator. <br /> <br />After discussion, Council requested copies of the 1988 Budget and the 1988 <br />Contract, with language revisions, be submitted to Council for review and <br />consideration at the next regular Council meeting. <br /> <br />REQ. FOR SHARING <br />COST AERIAL TRUCK <br /> <br />Council was referred to a letter from the City of <br />Shoreview dated $-3-88, requesting Arden Hills share <br />the cost of an aerial platform truck. <br /> <br />Council questioned the number of fires where an aerial platform truck would have <br />been used in the City. <br /> <br />Fire Chief Winkel advised in 1987 there were approximately 35-50 times the <br />apparatus would have been used, in the Cities of Arden Hills snd Shoreview. <br />Winkel outlined the following uses and need for this equipment: <br /> <br />-Reduce ISO ratings in the Cities. <br />-Safer for Firefighters. <br />-Provide Firefighters with additional techniques for fighting fires. <br />-Provide quicker ventilation and better observation of the fire area. <br />-Provides larger quantity of water. <br />-Increases capabilities for reaching higher buildings. <br />-Preparation time to begin firefighting is reduced. <br />-Consultants recommend purchase. <br />-Elevated hose streams more fully involve structure. <br />-Limits the number of personnel to prepare for firefighting, <br /> <br />Winkel discussed the financing, as outlined in Shoreview's letter, and advised <br />that the Fire Department would be purchasing trucks to relieve the City of some <br />additional expenditures in the future. <br /> <br />Council questioned if ISO ratings would be reduced, and questioned the cost for <br />training fire personnel to use the aerial equipment. <br /> <br />Winkel advised that two trucks would need to be purchased to reduce ISO <br />ratings, he noted the City of Shoreview would be purchasing one truck, however, <br />another would be needed to fulfill obligations with ISO. <br />
