<br />~ Minutes of the Arden Hills Regular Council Meeting, May 9, 1988 <br />Page 5 <br /> <br />AERIAL EQUIP. (Cont') The Fire Chief explained the training would be done over <br />a two or three month time period, with the initial <br />training being done by the company and additional training being done in-house. <br /> <br />I <br /> <br />Winkel advised he would prefer to negotiate for a demonstrator model of the <br />aerial apparatus, which would reduced the approximate cost figure quoted in <br />Shoreview's letter. <br /> <br />Council preferred the Fire Chief investigate the possibility of purchasing a <br />demonstrator model truck, rather than a new one. <br /> <br />Council discussed the fact that Shoreview has a higher population and the <br />possibility of a more equal cost sharing percentage, such as 70-30. <br /> <br />Councilmember Winiecki questioned if surrounding communities had aerial <br />equipment. <br /> <br />Winkel explained that Roseville and White Bear Lake have the equipment, and the <br />LJVFD has used it under the mutual aid agreement. He noted that other cities use <br />their equipment on a standby basis when a fire OCcurs in our city. <br /> <br />Paul Malone, 1485 Dawn Circle, stated he agreed there is a necessity for this <br />type of equipment in our city. He explained that fire activity is directly <br />related to residential areas, and, therefore, it was his opinion a more <br />reasonable cost participation should be negotiated. <br /> <br />. <br /> <br />Hansen moved, seconded by Winiecki, that Council direct <br />City staff to send a letter to the City of Shoreview, advising the following: <br /> <br />-Arden Hills is interested in sharing cost for the purchase of an aerial <br />platform truck. <br />-Council would prefer a cost participation at a 70-30 percent ratio. <br />-Council suggested a meeting be set-up to further discuss the matter. <br /> <br />Motion carried unanimously. (4-0) <br /> <br />DISCONT. WATER <br />UTILITY SERVICE <br />DELINQUENT ACCTS <br /> <br />Council was referred to the letter from Attorney Lynden, <br />5-4-88, outlining the due process consideration in <br />discontinuance of water service to delinquent property <br />owners. <br /> <br />Sather moved, seconded by Hansen, that Council request <br />the Attorney draft a Notice of Hesring, to be sent to the delinquent property <br />owner, and prepare an amendment to the Arden Hills Code to incorporate this <br />procedure. Motion carried unanimously. (4-0) <br /> <br />Council determined the date of hearing would be set at the next regular Council <br />.m~t~g. <br /> <br />Council discussed establishment of future policy for handling delinquent utility <br />accounts. It was the consensus of the Council that an account in arrears for five <br />quarters, commercial or reaidential, should be sent a notice of hearing. <br /> <br />OTHER BUSINESS <br /> <br />BALLFIELD LGTING <br /> <br />Councilmember Winiecki requested staff advise Parks <br />Director Buckley of the advertisement in the League of <br />Cities magazine, relative to ballfield lighting for sale. <br /> <br />Mayor Woodburn left at 10:20 p.m. <br /> <br />REPORT OF CLERK ADMINISTRATOR <br /> <br />EXTENSION CLERK <br />ADMIN. ADVERTISEMT <br /> <br />Acting Clerk Administrator McNiesh advised Council the <br />League of Cities magazine had arrived this date, with the <br />advertisement for Arden Hills position; it was her <br />recommendation that the deadline for receipt of applications for Clerk <br />Administrator be extended to May 24, 1988. <br /> <br />. <br /> <br />Sather moved, seconded by Winiecki, that Council extend <br />the deadline for receipt of Clerk Administrator applications to May 24, 1988. <br />Motion carried unanimously. (3-0) <br />
