<br />. <br /> <br />I' <br /> <br />..... <br /> <br />. <br /> <br />MINUTES OF THE ARDEN HILLS REGULAR COUNCIL MEETING <br />Monday, May 9, 1988, 7:30 p.m. - Village Hall <br /> <br />CALL TO ORDER <br /> <br />Pursuant to due call and notice thereof, Mayor Woodburn <br />called the the meeting to order at 7:30 p.m. <br /> <br />. <br /> <br />ROLL CALL The roll being called the following members were present: <br />Mayor Robert Woodburn, Councilmembers Nancy Hansen, <br />Thomas Sather and Jeanne Winiecki. Absent: Gary Peck. Also present: Planner John <br />Bergly, Engineer Barry Peters, Public Works Supervisor Robert Raddatz, Acting <br />Clerk Administrator Charlotte McNiesh and Deputy Clerk Catherine Iago. <br /> <br />AMEND AGENDA Mayor Woodburn advised Council a request was received <br />from David Dnistran, applicant for Case No. 88-09, <br />Preliminary Plat of Valentine Hills No.2, that the matter be continued to the <br />Regular Council meeting held June 13, 1988, in order for the application to be <br />considered by full Council. Woodburn explained City staff had suggested the <br />matter be continued to the first regular meeting in June, rather than the May 31 <br />meeting, due to the fact the Planner would be present at the June meeting. <br /> <br />Council concurred with the request to continue Case No. 88-09 to the Regular <br />Council meeting held June 13, 1988. <br /> <br />APPROVE MINUTES <br /> <br />Hansen moved, seconded by Winiecki, that Council approve <br />the Minutes of the April 29, 1988, Regular Council <br />meeting as submitted. Motion carried unanimously. (4-0) <br /> <br />BUSINESS FROM FLOOR <br /> <br />None. <br /> <br />DISC; 1989 RAMSEY <br />COUNTY SHERIFF <br />DEPT. CONTRACT <br /> <br />Council was referred to a memorandum from Commander <br />Bergeron, 5-3-88, outlining the rationale for the <br />manpower increase in general investigation. <br /> <br />Commander Bergeron appeared before Council to discuss the proposed 1989 Contract <br />and briefly reviewed the Crime Analysis Program, which was developed earlier this <br />year. He explained the additional investigator position would allow the County to <br />provide more pro-active services to the contract cities, as well as reduce the <br />number of overtime hours charged back to contract cities. <br /> <br />Bergeron pointed out that the cost participation for dispatching would be shared <br />50/50 between the Sheriff's department and contract cities; previously the <br />contract cities covered six dispatchers and the Sheriff's department covered <br />nine, and the 1989 proposed budget shares the cost equally. <br /> <br />There was discussion relative to Council notification when level of service <br />changes are proposed; Council suggested changes in the level of service provided <br />be brought to their attention prior to proposed budget submission. Bergeron <br />advised it was his understanding both the additional investigator and the <br />dispatching cost participation were explained to Council. He stated he would try <br />to keep the Council informed of proposed service level changes. <br /> <br />Council questioned what portion of the new Ramsey County computer system costs <br />which would be charged to contract cities. Bergeron advised the cost <br />participation would include only the manpower and maintenance of the computer, <br />not the equipment. <br /> <br />Council thanked Bergeron for his appearance. <br /> <br />Bergeron invited the Council to attend a demonstration by the Ramsey County <br />"Entry Team", on May 23, 1988, at 4:00 p.m. He advised those interested in <br />attending should meet at the Sheriff's facilities in Shoreview, where they would <br />be bussed to St. Paul Court House for the demonstration relating to hostage <br />situations. <br /> <br />REPORT OF PLANNER <br /> <br />CASE #88-10; FRONT <br />YARD SETBACK VAR., <br />1611 LK. MOBERG <br /> <br />Council was referred to Planner's report, 5-4-88, <br />relative to the application for a IS-foot front yard <br />setback variance, 1611 Lake Johanna Boulevard, Dave <br />Moberg. <br />
