(Cont'd) <br /> <br />Christoffersen did not recall when discussions were held <br />regarding the need for a watermain on Hamline Avenue; he <br />major' issue became the water tower and he apologized if he had not <br />this matter with the current Councilmembers. He stated the need for the <br />on Hamline Avenue was to fill the tank. <br /> <br />. <br /> <br />noted the <br />discussed <br />watermain <br /> <br />The Engineer indicated that one method of resolving this matter would be <br />installation of a watermain and booster station on Hamline Avenue; estimated at <br />approximately $100,000.00. Christoffersen also advised a review could be done to <br />determine whether or not an overflow valve could be installed in the Roseville <br />water tower, with the controls on the Arden Hills water tower; when the Roseville <br />tank was filled, the pumps would continue to run until the Arden Hills tank was <br />full. He estimated the cost for installation of the overflow valve would be <br />approximately $25-30,000.00. <br /> <br />Christoffersen advised the tank currently is low approximately 120,000 gallons. <br />He stated that the tank should be at full capacity in the summer months, but not <br />necessarily in the winter months. <br /> <br />The Engineer stated, in 1986 when Arden Hills was proposing to build the water <br />tower, he recalled advising the Council it would be a "bare bones" tank. He <br />explained the specifications would not include extras, such as clearing and <br />grubbing, sodding and restoration, as it Was determined it could be done more <br />reasonably by City staff. Christoffersen also noted that paving and some of the <br />controls were not included. <br /> <br />. <br /> <br />In conclusion, Christoffersen offered the following solutions: <br /> <br />1. Installation of watermain and booster station on Hamline; he recommended <br />this should not be accomplished until Hamline Avenue is improved by the <br />County. He stated this would be the more expensive alternative. <br />2. Request an overflow valve be installed in the Roseville water tower, and <br />the controls be installed in the Arden Hills tower. <br /> <br />Mayor Woodburn commented that the Roseville pressure and volume drop was more <br />than anticipated; he questioned if anything had to be done to the tank at the <br />present time or if it could wait until our population increases. <br /> <br />Christoffersen stated that was correct, the matter could be accomplished in the <br />future. <br /> <br />Councilmember Hansen stated that the Village paid for a million gallon water <br />tower and does not have one; she did not recall the Engineer ever discussing the <br />need for the watermain installation. She stated it was discouraging to have to <br />expend more monies to correct the problems when the Village has slready paid for <br />a million gallon tank. <br /> <br />. <br /> <br />The Engineer advised that the watermain on Hamline was discussed, however, the <br />need for the water tank became the major issue over the years and the need for <br />the watermain was not emphasized. He noted the construction costs for the water <br />tower came in below the original figure. <br /> <br />Hansen questioned if the monies included engineering fees; Christoffersen advised <br />it did not. <br /> <br />Councilmember Winiecki questioned if the cost would be lessened if the control <br />valve had been installed at the time of construction; also if the tower was <br />constructed on the basis of the 1967 report. <br /> <br />Christoffersen advised the valve could have been installed during construction, <br />however. they were not certain that it would have corrected the problem. He <br />stated the cost would have been the same. <br /> <br />The Engineer stated that the tank was built on the basis of the 1967 report, with <br />an upgrade on the volume need; after review of the needs and population, it was <br />determined a 1 million gallon, rather than a 1.5 million gallon tank could be <br />constructed. <br /> <br />. <br /> <br />There was Council discussion relative to whether or not the problem should be <br />corrected at this time. <br />
