<br />Minutes of the Regular Council Meeting, February 29, 1988 <br />Page 5 <br /> <br />SALARIES (Cont'd) <br /> <br />Mayor Woodburn stated it was his opinion it would be <br />appropriate to give lessor increases based on the <br />and the fact that the entire budget does not have to be <br /> <br />inflationary percentage <br />spent. <br /> <br />. <br /> <br />Councilmember Hansen disagreed; commented that most contracts are settling at 4%, <br />it is her opinion the City has an excellent staff, staff is doing a fine job, and <br />she was not opposed to the pay raises as outlined in the memorandum. <br /> <br />The Clerk Administrator suggested a Council work session could be scheduled to <br />discuss Council concerns and the matter could be continued to the regular Council <br />meeting of March 14. <br /> <br />Councilman Peck stated it waa his opinion a work session was not neceasary as <br />Council has reviewed the 4% proposal during the budgeting process; he advised he <br />would favor the proposed increases, with the exception of the Building Inspector <br />position. <br /> <br />Mayor Woodburn suggested a 1% increase be given, with minor adjustments for <br />merit. <br /> <br />Council discussed the part-time employees proposed salary increases. <br /> <br />. <br /> <br />Hansen moved, seconded by Peck, that Council approve the <br />salary adjustments for part-time employees, as recommended on page 2 of the Clerk <br />Administrator's memorandum of 2-26-88, with the exclusion of the Building <br />Inspector/Code Enforcement Officer to remain at $19.57 per hour. <br /> <br />Council discussed the salary differential between the Building Maintenance <br />position and the Community Service Officer position. <br /> <br />Morrison adVised she had contacted suburban communities to determined the salary <br />range for part-time CSO's, as indicated on page 2 of her memorandum; after <br />reviewing the range she recommended at 5% increase instead of the 4% proposed <br />at b,udget time. <br /> <br />After discussion, Council concurred to move the CSO to a comparable rate as the <br />Building Maintenance Person and hold the Building Maintenance salary at the <br />current rat&f <br /> <br />Hansen moved to amend the motion, seconded by Peck, to <br />approve the Community Service Officer salary at $6.10 per hour and to hold the <br />Building Maintenance salary at $6.50 per hour for 1988. Amendment to motion <br />carried unanimously. (4-0) <br /> <br />Original motion as amended carried unanimously. (4-0) <br /> <br />There was diacussion regarding postponement of the 1988 salary increases to the <br />. next regular meeting. <br /> <br />Peck moved, seconded by Winiecki, that Council table the <br />matter of full-time non-union employees proposed salary increases to the end of <br />the agenda. Motion carried unanimously. (4-0) <br /> <br />ORD. AMENDMENT; <br />ADD'L VAC. HOURS <br /> <br />Council was referred to the recommendation from the Clerk <br />Administrator, page 2 of the 2/26/88 memorandum, relative <br />to extending to all full-time non-union employees the <br />same provision of seven (7) additional vacation hours, after 20 years serVice, as <br />was approved for the union employees. <br /> <br />Hansen moved, seconded by Peck, that Council approve the <br />provision for seven (7) additional vacation hours, after 20 years service, for <br />non-union employees, effective January I, 1988, and furthermore, that the City <br />Attorney be directed to draft an Ordinance amendment to Section 19.58 of the <br />Arden Hills Code. Motion carried unanimously. (4-0) <br /> <br />REPORT OF ENGINEER <br /> <br />WATER TOWER <br /> <br />Council was referred to the Engineer's memorandum of <br />2-18-88, regarding the Water Tower. <br /> <br />. <br /> <br />Engineer Christoffersen advised that this has been a long term project; study <br />began in 1967 and at that time there were discussions regarding the need for a <br />watermain and booster station on Hamline Avenue. <br />
