She <br /> <br />Clerk Administrator Morrison advised Council that Arden <br />Hills Amoco had submitted an application for a <br />Temporary Sign Permit; dates requested are March 1 <br />explained they had a permit issued for February 15-25. <br /> <br />. <br /> <br />TEMP. SIGN PERMIT; <br />ARDEN HILLS AMOCO <br /> <br />Moved by Peck, seconded by Hansen, that Council approve <br />the application for a Temporary Sign Permit for Arden Hills Amoco, from March 1 <br />through 10, 1988. Motion carried unanimously. (4-0) <br /> <br />Council discussed whether or not the temporary sign permits could be handled <br />administratively; Morrison advised she would check the Ordinance terminology and <br />it was her opinion the requests could be handled administratively. <br /> <br />CLAIMS & PAYROLL <br /> <br />Peck moved, seconded by Hansen, that Council approve <br />Claims and Payroll as submitted. Motion carried. (4-0) <br /> <br />RPT. ON RENDERING <br />PLANT JOINT MTG. <br /> <br />Clerk Administrator Morrison reported on the joint <br />meeting with New Brighton City Officials, Arden Hills <br />City Officials and Mr. Fridgen this date; discussion <br />cities would pursue relative to the Rendering Plant. <br /> <br />regarding direction <br /> <br />Morrison advised that Attorney Lynden would be contacting MPCA to request a <br />hearing before them prior to their issuance of any permits to the plants; Mr. <br />Lefever will be looking for an independent consultant to review incineration at <br />the plants. She stated they discussed another independent consultant to review . <br />computer modeling, if MPCA does not do so or is incapable of doing so. Also <br />discussed a possible method of obtaining an instantaneous test when a complaint <br />was received. <br /> <br />Mayor Woodburn explained they were trying to work with MPCA to schedule public <br />hearing to influence permit with rendering company and Arden Hills is researching <br />methods of enforcement, should MPCA prove to be lax. He noted there is a <br />tentative agreement with the City of New Brighton to continue our joint efforts <br />to solve a mutual problem, and, a tentative agreement to share expenses in this <br />phase. <br /> <br />Councilmember Winiecki suggested the Clerk Administrator forward a letter to the <br />Clean Air Committee, as well as encourage residents to record data relative to <br />complaints, such as; date, time of day, temperature, wind conditions and any <br />other pertinent information. She stated this information would be helpful to <br />establish the permit criteria; suggested a message could be placed on the Cable <br />TV Channel and in the Town Crier. <br /> <br />Councilmember Hansen suggested the Rendering Plants contribute an equal share <br />toward the cost of resolving the problem. <br /> <br />OTHER BUSINESS <br /> <br />. <br /> <br />RECYCLING FILM <br /> <br />Councilmember Winiecki questioned when the recycling film <br />was scheduled to be televised. <br /> <br />Clerk Administrator Morrison advised it would be shown on the Cable Channel at <br />various times during the next two week period. <br /> <br />ARMY TRAINING CNTR. Winiecki commended the Clerk Administrator for the letter <br />she drafted to the Legislators relative to the proposed <br />Army Training Center on the Arsenal site. <br /> <br />ROAD POSTING Winiecki questioned when the City posted the roadway <br />limitations; Raddatz advised the dates vary according to <br />the weather and the County has indicated they would be posted around 3/10/88. <br /> <br />HAMLINE AVE. STRIPING Mayor Woodburn questioned if Hamline Avenue would need <br />striping and if funds were budgeted; Raddatz advised that <br />parts of the road will need striping each year and funds were budgeted. He <br />explained he will be checking on the cost for "spot" striping versus full <br />striping of the road. <br /> <br />STREET SWEEPING <br /> <br />Mayor Woodburn questioned when the street sweeping would <br />begin; Raddatz advised he was compiling information for <br />time, and sweeping should begin at the end of March. <br /> <br />. <br /> <br />price quotes at this <br /> <br />PEERCD DELIQ. <br />UTILITIES <br /> <br />Winiecki questioned what recourse the City has relative <br />to collection of the delinquent utility fees from Peerco. <br />
