She Clerk Administrator Morrison advised Council that Arden Hills Amoco had submitted an application for a Temporary Sign Permit; dates requested are March 1 explained they had a permit issued for February 15-25. . TEMP. SIGN PERMIT; ARDEN HILLS AMOCO Moved by Peck, seconded by Hansen, that Council approve the application for a Temporary Sign Permit for Arden Hills Amoco, from March 1 through 10, 1988. Motion carried unanimously. (4-0) Council discussed whether or not the temporary sign permits could be handled administratively; Morrison advised she would check the Ordinance terminology and it was her opinion the requests could be handled administratively. CLAIMS & PAYROLL Peck moved, seconded by Hansen, that Council approve Claims and Payroll as submitted. Motion carried. (4-0) RPT. ON RENDERING PLANT JOINT MTG. Clerk Administrator Morrison reported on the joint meeting with New Brighton City Officials, Arden Hills City Officials and Mr. Fridgen this date; discussion cities would pursue relative to the Rendering Plant. regarding direction Morrison advised that Attorney Lynden would be contacting MPCA to request a hearing before them prior to their issuance of any permits to the plants; Mr. Lefever will be looking for an independent consultant to review incineration at the plants. She stated they discussed another independent consultant to review . computer modeling, if MPCA does not do so or is incapable of doing so. Also discussed a possible method of obtaining an instantaneous test when a complaint was received. Mayor Woodburn explained they were trying to work with MPCA to schedule public hearing to influence permit with rendering company and Arden Hills is researching methods of enforcement, should MPCA prove to be lax. He noted there is a tentative agreement with the City of New Brighton to continue our joint efforts to solve a mutual problem, and, a tentative agreement to share expenses in this phase. Councilmember Winiecki suggested the Clerk Administrator forward a letter to the Clean Air Committee, as well as encourage residents to record data relative to complaints, such as; date, time of day, temperature, wind conditions and any other pertinent information. She stated this information would be helpful to establish the permit criteria; suggested a message could be placed on the Cable TV Channel and in the Town Crier. Councilmember Hansen suggested the Rendering Plants contribute an equal share toward the cost of resolving the problem. OTHER BUSINESS . RECYCLING FILM Councilmember Winiecki questioned when the recycling film was scheduled to be televised. Clerk Administrator Morrison advised it would be shown on the Cable Channel at various times during the next two week period. ARMY TRAINING CNTR. Winiecki commended the Clerk Administrator for the letter she drafted to the Legislators relative to the proposed Army Training Center on the Arsenal site. ROAD POSTING Winiecki questioned when the City posted the roadway limitations; Raddatz advised the dates vary according to the weather and the County has indicated they would be posted around 3/10/88. HAMLINE AVE. STRIPING Mayor Woodburn questioned if Hamline Avenue would need striping and if funds were budgeted; Raddatz advised that parts of the road will need striping each year and funds were budgeted. He explained he will be checking on the cost for "spot" striping versus full striping of the road. STREET SWEEPING Mayor Woodburn questioned when the street sweeping would begin; Raddatz advised he was compiling information for time, and sweeping should begin at the end of March. . price quotes at this PEERCD DELIQ. UTILITIES Winiecki questioned what recourse the City has relative to collection of the delinquent utility fees from Peerco.
