<br />Minutes of the Regular Council Meeting, February 29, 1988 <br />Page 9 <br /> <br />. <br /> <br />PEERCO (Cont'd) Morrison advised there is provision in the Ordinance to <br />shut off water to the Peerco properties, however, she <br />stated that there is no provision for the process to be followed prior to water <br />shut off. She explained a reasonable method to accomplish the water shut off <br />would have to be determined by Council; such as a hearing prior to shut off, if <br />residential should be included, as well as commercial and industrial. <br /> <br />WATER TOWER Councilmember Winiecki commented that she was not <br />satisfied with the resolution of the water tower; she <br />stated the City purchased a million gallon water tower and does not have one. <br />Winiecki stated there are all kinds of explanations, however, the engineering <br />company was paid to provide the City what they requested and we do not have it. <br /> <br />Mayor Woodburn explained the engineering calculations are not an exact science; <br />the tables used for uniform calculations are over 50 years old and calculations <br />are not always accurate. <br /> <br />Councilmember Hansen agreed with Winiecki and stated she was disappointed that <br />the matter would not be resolved without further expenditures; it was her opinion <br />any costs should not be charged back to the City. <br /> <br />FIRE DEPT. BUDGET Councilman Peck questioned the status of the LJFD Budget; <br />it was his understanding and opinion that the extension <br />was approved through March 31. He did not favor any further extensions. <br /> <br />. Councilwoman Hansen advised she was arranging for a meeting to resolve the <br />matter. <br /> <br />LETTER RE; SUP Mayor Woodburn requested Council comments relative to <br />amending the enabling legislation, from the Governor's <br />Counsel, to allow Special Use Permits to be approved by Planning Commission <br />rather than be heard by Council. <br /> <br />Hansen advised she attended the Ramsey County League meeting and the Cities that <br />were represented did not favor the legislation. <br /> <br />Council requested the Clerk Administrator draft a letter to the Legislators <br />stating that it is the opinion of the Arden Hills Councilmembers Special Use <br />Permits should be reviewed and approved by Elected Officials, who are responsible <br />for their community, and should not be delegated an appointed committee. <br /> <br />Hansen commented that the Council has an overview of all that is happening in the <br />City; also they offer a different perspective. <br /> <br />TREE CITY USA <br /> <br />Mayor Woodburn advised that Arden Hills had received the <br />Tree City USA designation for 1988. <br /> <br />. <br /> <br />CONST. PROJECTS Mayor Woodburn noted the highway constructions projects <br />that would be undertaken by the State this summer and <br />would affect Arden Hills: <br /> <br />-Highway 10, north of Highway 96, is scheduled for June 6 thru 28; he noted <br />the traffic will increase significantly on Hamline Avenue. <br />-Highway 694, July 5 thru 28, the primary construction will be in Shoreview. <br />He noted there will be a detour on Lexington Avenue, western side. <br /> <br />1988 SALARIES; Hansen moved, seconded by Peck, that Council approve the <br />salary increases, as outlined in the Clerk <br />Administrator's memorandum of 2-26-88; justification being that the salary <br />increases would place the positions close to the mid-range for comparable <br />positions in the Stanton survey for Cities with populations over and under <br />10,000, and also that the staff works equivalent to the proposed increases. <br />Motion failed. (2-2) (Hansen, Peck voting in favor; Woodburn and Winiecki <br />opposed) <br /> <br />Mayor Woodburn reiterated that the increases are well beyond inflation and it was <br />his opinion they are not justified in our tax climate. <br /> <br />. <br /> <br />The Mayor questioned the position of "Public Works Foreman"; Morrison advised it <br />was her understanding the position is delineated in the union contract. <br />
