PROPOSED MINOR ARTERIALS <br /> Fairview Avenue (CSAH 48) from Larpenteur Avenue to County Road D <br /> County Road D (CSAH 19) from 1-3.5W to Fairview Aveooe <br /> County Road B2 (including portions of St. Croix Street and Terminal Road) (CSAH 79, <br /> CR II I) from T .H. 280 to Lexington Aveooe <br /> , <br /> Ramsey County Public Works Department proposes to reclassify Fairview Avenue from <br /> Larpenteur Avenue to County Road D (3.0.5 miles); County Road D from I-3.5W to <br /> Fairview Avenue (0..57 miles); County Road B2, St. Croix Street and Terminal Road <br /> from T.H. 280 to Lexington Avenue (3.19 miles). County Road B2 west of Cleveland <br /> Avenue, Terminal Road and 'St. Croix Street are under the jurisdiction of Roseville. <br /> An unnamed road that parallels T.H. 280 and connects to it and to St. Croix Street is <br /> included in this request and is under the jurisdiction of the Minnesota Department of <br /> Transportation. <br /> The named roads under Ramsey County's jurisdiction are currently classified as <br /> collectors. The roads under city jurisdiction are locals. The road under state jurisdiction <br /> is not classified. Ramsey County proposes that the roads be classified as minor arterials. <br /> One reason for this proposal is the recognition that Ramsey County's collector mileage <br />. exceeds the suggested federal limitation for that classification. <br /> DEVELOPMENT CHANGES <br /> In the Metropolitan Council's recently adopted Development Framework, the area around <br /> Rosedale Shopping Center, including the area where functional classification changes <br /> are being proposed, is identified as a regional business concentration. Rosedale Shopping <br /> Center is bounded by Fairview Averue, County Road B2, Snelling Avenue and T.H. 36. <br /> The area is in the highest category defined, having retail sales of $100 million or more <br /> and employment exceeding 10,000. Additional economic development currently occurring <br /> in this area will result in greater transportation use in this area. <br /> During the past 18 months, two significant shopping centers have been completed <br /> directly north of the Rosedale Regional Shopping Center. These two centers, identified <br /> as the Loehmann's Plaza and Pavilion Place centers, are now nearly completely occupied <br /> and drawing a significant number of users. Due to their somewhat unique product mix, <br /> particularly Pavilion Place, patrons tend to have longer trip distances than most shopping <br /> centers would generate. <br /> In the future, considerably more traffic is anticipated along County Road B2 particularly <br /> west of Snelling Avenue. The most significant impact in reaching this conclusion is <br /> that Roseville is currently constructing a bridge over I-3.5W on County Road B2. This <br /> will link the area west of the freeway directly to the Rosedale area. Discussions are <br /> already taking place with developers for the construction of almost .500,000 square feet <br /> of offices at the western side of this new bridge. In addition, studies done by a <br /> consultant hired by the city indicate that there will be a general intensification of use <br />. for the property between 1-3.5W and Fairview Aveooe in the next ten years. A similar <br /> forecast exists for the area west of I-3.5W north of the bridge where a reutilization <br />
