<br /> . <br /> . <br />and intensification of land use is expected within the next ten years which could once . <br />again produce as much as 500,000 square feet of additional office use. <br />It is Roseville's opinion that a large number of the users of these land areas will use <br />County Road B2 to arrive or leave their destinations. The city is applying its development <br />and tax increment capabilities to encourage this general development of the area and <br />to encourage linking between the Rosedale section and the land west of 1-35W. <br />The changes anticipated for Fairview Aveooe near Rosedale are quite similar as to what <br />is expected for County Road B2 near Rosedale. Many of the previously described land <br />use changes will have the same if not greater impact on Fairview Aveooe as they do <br />on County Road B2. The interchange with T.H. 36 at Fairview Avenue will provide <br />access to much of the new development. <br />In -addition to this, however, Roseville anticipates significant changes in the future for <br />the area near County Road C and Fairview Aveooe. The special study commissioned <br />by the city mentioned earlier also indicates that the County Road C area on both sides <br />of Fairview Avenue will be changing in the next ten years to a much more intensive <br />use than at present. The trucking and warehousing operations located there are expected <br />to evolve into commercial enterprises. As examples of this, a 150,000 square foot <br />itlopping center has been approved for County Road C near Snelling Avenue and a <br />100,000 square foot commercial building has been approved for County Road C near <br />Cleveland Avenue. These types of intensive redevelopments are in keeping with what <br />is expected for the future. <br />CRITERIA FOR PROPOSED CLASSIFlCA TJON <br />The roads meet the criteria for functional classification as minor arterials, based on . <br />criteria specified in the Metropolitan Council's Transportation Policy Plan as follows: <br />Accessibility Focus <br />The roads connect subregion 7 with other subregions and connect activity centers, such <br />as the University of Minnesota - St. Paul Campus, Rose dale , Har-Mar, Loehmann's <br />Plaza and Pavilion Place within the subregion. Fairview Avenue, County Road B2 and <br />County Road D serve as transportation connections between St. Paul, Falcon Heights, <br />Lauderdale, Roseville, Minneapolis, Arden Hills, New Brighton and St. Anthony. The <br />University of Minnesota - St. Paul Campus and Rosedale Regional Shopping Center are <br />located along or near these routes. <br />Level of Mobility <br />The roads provide mobility between subregion 7 and its adjacent subregions, 1, 2 and 8. <br />System Access <br />The roads provide access to interstate freeways, major arterials, other minor arterials <br />and collect<rs. Direct access is provided to 1-35W, to T.H. 36, to T.H. 51 and to T.H. <br />280. Direct land access is restricted in some locations along the roads. Access is <br />prohibited to property along these roads unless other feasible alternatives do not exist. <br /> . <br />
