NO. 87-21; Planner Miller briefly reviewed his investigation of TAX FORFEITED PROP. the parcel identified as Outlot A, Briarknoll Plat Two, in the City of Arden Hills. He noted that the property is basically low-land, used as a drainage area, and the entire parcel is covered by drainage and utility easements. Rice Creek Watershed recommended the City retain the easement; they may not have the power to retain such easements. Miller advised that NSP also retains an easement on one corner of the property. After discussion, Council consensus was to forfeit the land, Moved by Hansen, seconded by Sather, that Council approve Resolution No. 87-21, RESOLUTION RELATING TO FORFEITED LAND AND LAND CLASSIFICATION. Motion carried unanimously, (5-0) NORTH SUB. YOUTH Mayor Woodburn introduced David Wilmes, Executive SERVICES REPORT Director, and George Marks, Board Chairman of the North Suburban Youth Services Bureau. Wilmes provided Councilmembers with the activity report from last quarter and the 1986 Annual Report. He summarized current programs, recent funding problems and projected goals. Wilmes reviewed the Senior Chore Program, which has . become a model for other Metro area cities. He stated he is leaving the Youth Service Bureau with mixed feelings and has enjoyed working with the Village. George Marks, Board Chairman, thanked the Council for their support of the Youth Services Bureau and commended former Councilmember Dale Hicks for his many contributions, Marks introduced Kay Andrews, who will serve as Wilmes' successor. Councilmember Hansen suggested that the Bureau continue to expand it's advertisement of the programs. REPORT OF CABLE Council was referred to the minutes of the Cable COMM. CHAIRMAN Committee Meeting (4-9-87). Chairman Bill Bauer explained the current voting procedures are based on population (one vote per 5,000 population), and the NSCC is reviewing a procedure whereby proportionate representation would be based on the number of subscribers or franchise fees. He stated any change would have little effect on Arden Hills, since we now have 6.457. of the vote and with proportionate revenue we would receive 6.397.. Bauer advised that if a change occurs, it will require Council approval and he asked for Council direction. After discussion, Council consensus was that the cities that are most impacted by the change should make the decision. Bauer advised that the next major issue discussed by the Cable Commission would . be public access. REQ. FOR NO PKING. Council was referred to the Public Safety/Works SO. SIDE CO. RD. E Committee Meeting (4-16-87), re: the request for no parking on the south side of County Road E, from Lake Johanna Blvd., to the high voltage power lines. Councilmember Hansen reported that she had checked the number of parking spaces with Deputy Herbst and found there were over 200 spaces (not including the boat trailer parking); at 2 or 3 persons per car there would be 400-600 people using the beach. She cited swimming safety, safety of persons walking to the beach, and erosion of the ditches in the area as factors for approving the no parking request. Ken Lausen at Ramsey County advised he would prefer to have all County Roads posted no parking. Hansen also discussed with Lausen the concept of . charging fees for for lake usage; the County advised if the Village wants to charge fees they can take over the maintenance of the park. In discussions with New Brighton City Manager, this will be the first year they will charge for usage of the park; Hansen noted this may increase the number of persons using Lake Johanna. Hansen stated the ditch erosion damage is mostly from the high voltage lines to New Brighton Road and it would be more practical and effective to restrict the parking past the high voltage lines; also for enforcement purposes. Hansen moved. seconded by Winiecki, that Council request Ramsey County to restrict parking on the south side of County Road E from take Johmma BClIlovard to New Brighton Road.
