LIGHT (CONT'D) Hansen moved, seconded by Peck, that Council supports <br /> the Public Safety/Works Committee recommendation for <br />denial of the street light request, at the intersection of Prior and Jerrold, <br />based on the rationale listed in the Committee Minutes of 4-16-87 and, <br />furthermore, that Council recommends the residents pursue the option of a <br />private security light at that location. Motion carried unanimously. (5-0) <br />HOUSE NUMBERING Council was referred to PS/W Committee Minutes <br /> (4-16-87) , recommending the preparation of "door <br />hangers" explaining the importance of visible house numbers and the plan for <br />distribution of all Arden Hills residents whose homes are inadequately <br />identified. <br /> Hansen moved, seconded by Peck, that Council direct the <br />Public Safety/Works Conunittee and Administrative staff to prepare the "door <br />hangers" explaining the importance of visible house numbers. Motion carried <br />unanimously. (5-0) <br />FIRE STATION 1/4 Council was referred to PS/W Committee minutes <br /> (4-16-87), relative to the extent of participation with <br /> Shoreview in Fire Station #4. Committee consensus was <br />that Arden Hills Council consider participating only in the pruchase of an . <br />aerial truck and consider purchasing a parcel of land in the north end of Arden <br />Hills (preferably next to the Public Works Building) for use as a future fire <br />station. It was noted that the Committee determined the purchase of land <br />essential should Shoreview elect to have its own fire department. <br />REPORT ON ISO RATING Paul Malone reviewed for Council the effect of ISO <br /> Insurance Ratings on the City insurance premiums. He <br />explained how he had attempted to determine justification of expenditures for <br />new equipment, in terms of benefits. Essentially the ISO rating system runs <br />from one to ten; one being the best rating, ten the worst. He explained how the <br />point ratings affected commercial properties insurance premiums; noting that <br />the amount of money saved by decreasing the ISO rating is not substantial. <br />Malone advised that the ISO rating for the City was originally done in 1975 and <br />updated in 1980, using the 1975 data and brought into the current rating <br />system. There are three classification categories, our rating was 6 (49.37 <br />total points). The categories are: 1. Alarms - of a possible 10 pts.; we <br />received 4 pts., 2. Fire Department - 50 pts. available; we received 19.36. <br />3. Water - 40 pts, available; we received 34.87. <br />Malone pointed out that additional points could be gained on improvements that <br />have already been made since 1975. He advised that he and the Fire Chief were <br />going to compile a current point rating using up-to-date information. <br />Council was referred to a diagram which displayed the radius of coverage from <br />each of the proposed fire station locations. Malone noted the difference in . <br />coverage for the Village with a centrally located station versus the Island <br />Lake Site. <br />Councilmembers conunended Malone on his presentation and thanked him for the <br />information. <br />REPORT OF PUBLIC WORKS SUPERVISOR <br />REQ. WATERMAIN Council was referred to Raddatz's memorandum (4-24-87) <br />EXTENSION HWY 10 requesting the City extend the watermain on property <br /> owned by him. Raddatz noted that he had discussed the <br />matter with the Engineer, who would draw up plans, under the City's guidelines, <br />and inspect the project. The project costs ,would be reimbursed by Raddatz. <br />Council suggested that Raddatz submit a development agreement for review by the . <br />City Attorney and return to, Council for final approval. <br /> Hansen moved, seconded by Peck, that Council approve <br />the request for a watermain extension on Old Highway 10, as outlined in the <br />memorandum from Public Works Supervisor dated 4-24-87, authorize plans and <br />specifications be drawn, and furthermore, that Raddatz submit a development <br />agreement for review by the City Attorney. Motion carried unanimously. (5-0). <br />
