(5-0) <br /> Moved by Babcook, seconded by Zehm, that Commission <br /> recommend to Council approval of the 12 ft. Rear Setback Variance, based on the <br /> fact that the 50-ft. pedestrian way mitigates any negative effects of the <br /> encorachment upon adjacent properties. Motion carried unanimously. (5-0) <br /> PRELIM. DISC. The Planner advised that Mr. Miller had requested <br /> CUMMINGS PROP. placement on the.agenda for preliminary discussion of <br /> the development of the Cummings property on Lexington <br /> Avenue; northeast corner of Cummings Park. Miller stated that the parcel of <br /> land is currently zoned R-l, with approximately 250 feet of frontage on <br /> Lexington Avenue. Discussions with the developer included a proposal for <br /> platting three lot single family lots, which may require some frontage <br /> variances, although the lots would exceed the depth and area requirements. <br /> Miller also discussed a cluster townhouse development, approximately 3.11 <br /> units per acre. (single family sale housing) which would require a special use <br /> permit in this district. He noted that the density would have to be calculated, <br /> excluding the water area on the parcel. <br /> Bob Miller and Randy Hopkins, partners in the development of the parcel, <br /> displayed a preliminary sketch of a cluster townhouse development on the land. <br /> . The arrangement was for four units at the rear of the parcel (2 one-story units <br /> and 2-two story units all attached) with a walkout design; and three attached <br /> units on the southerly border of the property (2 one-story units and 1 2-story <br /> unit). He discussed the topography of the land, referring to the steep slope at <br /> the rear of the property. <br /> Acting Chair Petersen asked if Miller had built this type of townhouse <br /> development previously; commented that Commission would like to see the <br /> development if so. <br /> Randy Hopkins stated he had a townhouse development he constructed on Old <br /> Shakopee Road. He advised the base price of the proposed units would be <br /> $100,000.00. <br /> Commission discussed the following items: <br /> - Minimizing access onto Lexington; increased traffic. <br /> - Impact on neighboring single-family residential area. <br /> - Retention of land for park access. <br /> - PUD development of this parcel; comparable to Hunters Park. <br /> - Density calculation; preferred lower density. <br /> - Common driveway access onto Lexington. <br /> - Architectural quality of the development to enhance the area since it <br /> is adjacent to single-family district. <br /> - Applicant should consider a townhouse development based on the fact that <br /> . there are no other workable options for Single-family development. <br />
