<br /> Council asked Peters to describe the footage proposed to be assessed along
<br /> Hamline Avenue.

<br /> Peters explained that corner 10ts'onrHamline have paid assessments on the side
<br /> streets; typically on assessments Arden Hills has assessed approximatel~ 15 ft.,
<br /> around the corner of these lots. He stated that inside lots rareassessed'-for" 1 !{;t..;,
<br /> full frontage, unless they are considered an unbuildable lot; he noted there ,r'\.
<br /> are some marginal properties along Hamline that are considered swamp that were~'nJ4~,
<br /> not included. Of the 5,400 feet there is approximately 2,200 ft. that fronts
<br /> along the Townhouse property on the West side of the road.
<br /> . Council questioned the ownership of the Townhouse property.
<br /> Peters advised that property is owned in cornmon interest as open space; 56
<br /> townhouses have cornmon interest in that area.
<br /> Councilmember Hansen questioned how much frontage Cardiac Pacemakers had along
<br /> Hamline.
<br /> Peters advised they have approximately 300 to 400 feet of frontage along
<br /> Hamline.
<br /> Councilmember Winiecki questioned how many residences would be included in the
<br /> proposed assessment.

<br /> Peters advised (there was 21 properties that could be assessed for full frontage
<br /> and 16 properties for corner lot assessments; these numbers are excluding the
<br /> townhouse properties. , t.

<br /> Council discussed options "to call for hearing and assess property owners or to
<br /> , not have a hearing a~nance the improvement by alternate methods; PIR funds
<br /> c/ could be used or bon t...-be'-pa,i~ general taxes. Council stated that
<br /> Hamline Avenue has never been assessed for road improvements; they noted this
<br /> is an unusual case with the townhouses having already paid for roadway in front
<br /> of their homes and would in essence be paying for two roads; $45.00 is usually
<br /> an assessment for a residential street, however, Hamline is not a residential
<br /> street in width.
<br /> . Councilmember Peck questioned if the PIR fund could support this improvement.
<br /> Mayor Woodburn advised that funds are available in the PIR fund; the Clerk
<br /> Administrator agreed, however, she noted the fund would be considerably I: . .,;)../,

<br /> ',\..'~j''J.M...are paid over the next few years. He noted that typically the Village has used
<br /> . the PIR funds when available; when other streets are in need of repair, such as
<br /> Snelling Avenue North (which d~ not receive MSA funds),the Village would be
<br /> unable to fund the project be~ause the PIR funds would be unavailable.

<br /> Council concurred that this'is an unusual situation, with the townhouses on one
<br /> side of Hamline Avenue and due to the fact it is more a major arterial road,
<br /> rather than a residential street, they preferred not tO,assess the property , "
