Mayor Woodburn referred to the Ramsey County Action <br /> Alert which indicated that if the Village would like <br /> to have the Building Inspector enforce ordinance violations by issuing <br /> citations, an ordinance amendment must be enacted (July 30th bulletin). <br /> Currently only a Peace Officer may issue a citation, unless amended by <br /> ordinance. Council discussed the matter and individuals who may be issuing <br /> citations; it was determined that the matter would be discussed at a future <br /> meeting. <br /> SOLID WASTE Council was advised the Solid Waste Sub-Committee <br /> SUBCOMMITTEE would be meeting on Monday, August 17th, at 7:00 p.m. <br /> . Mayor Woodburn stated the meeting would be an open meeting; he also questioned <br /> if a committee can proliferate itself. <br /> Hansen advised that in dicussion it was determined that no one on the PS/W <br /> Committee had expressed interest in serving; rationale was for a citizen's <br /> action group to be formed. <br /> REPORT OF CLERK ADMINISTRATOR <br /> RES. #87-43; TRANS. Clerk Administrator requested Council approval for <br /> OF OWNRSHIP: MPLS. the transfer of ownership of Minneapolis Hide & Tallow. <br /> HIDE AND TALLOW <br /> Morrison explained that licenses and permits are not transferrable; appropriate <br /> to accomplish transfer by resolution. <br /> There was discussion relative to permit fees; Morrison advised she had <br /> ,./fecommended to the new owner that they we "',11 =e the pro-rated fee this year. <br /> ~._/.;'-' rY~J:t <br /> Moved by Hansen, seconded by Peck, that Council approve <br /> Resolution No. 87-43, GRANTING KEM MILLING DIVISION OF DARLING AND COMPANY A <br /> PERMIT FOR CONDUCTING A NONCONFORMING RENDERING PLANT AND AFFIXING CERTAIN <br /> CONDITIONS AS TO OPERATION THEREOF. Motion carried unanimously. (4-0) <br /> SPEC. EVENT SIGNS; Council was referred to the two requests for special <br /> . AMOCO & JEWELRY event signs at the Amoco station and at McGuire's for <br /> jewelry sales. <br /> There was discussion relative to limiting the number of special event signs for <br /> a specific location or business and if retails sales licenses should be issued; <br /> /"" Council suggested administrative review of,the special event sign requests. <br /> ~...Q.. '-',' '; <br /> Moved by Peck, seconded by Hansen, that Council approve <br /> the requests for Special Event Signs at Arden Hills Amoco and for My Designer <br /> Jewelry at McGuire's. RESIDENCE Council was referred to a letter from Mary Ferguson, <br /> b -H-5tr ARDEN VISTA 8-7-87, requesting permission to place a small travel <br /> COURT; FERGUSON trailer on their property at 1150 Arden Vista Court <br /> until such time as their home being constructed at <br /> " that location is completed; approximately the middle of September. Ferguson <br /> '.' explained that she had contacted the immediate neighbors and heard no <br /> '?-\ objections. <br /> .' <br /> ~j. . <br /> There was discussion relative to sanitary facilities, outlets for electricity <br /> and length of time trailer would be parked on the property. <br />
