MINUTES OF THE ARDEN HILLS REGULAR COUNCIL MEETING <br /> Monday, February 9, 1987, 7:00 p.m. - Village Hall <br /> CALL TO Pursuant to due ca!l and notice thereof, Mayor Woodburn <br /> ~ cal!ed the meeting to order at 7:00 p.m. <br /> ROLL CALL The rol! being called the following members were <br /> present: Mayor Woodburn, Councilmembers Nancy Hansen, <br /> Dale Hicks, Gary Peck and Thomas Sather. Also present were Attorney James <br /> Lynden, Treasurer Donald Lamb, Engineer Donald Christoffersen, Barry Peters, <br /> Public Works Supervisor Robert Raddatz, Clerk Administrator Patricia Morrison <br /> and Deputy Clerk Catherine Iago. <br /> CLOSED MTG. Council dicussed labor negotiations from 7:00-7:30 p.m. <br /> LABOR NEG'S <br /> APPROVE MINUTES Moved by Hicks, seconded by Peck, that Council approve <br /> the Minutes of January 26th, with the following <br /> corrections: PaRe 3, paraaraph 8, change to read: "Amendment to motion <br /> passed." <br /> PaRe 5, under Fire Board Report - Schoonover Property, delete: <br /> "(lOX of purchase price)". <br /> PaRe 6, motion regarding purchase of telephone system, to read: <br /> " ...additional monies to be expended from the General Fund <br /> reserve, to eliminate interest costs." <br /> . Motion carried unanimously. (5-0) <br /> BUSINESS FROM FLOOR None. <br /> ~ County Commissioner Duane McCarty was in attendance at <br /> the Council meeting. He advised the Councilmembers he <br /> noted Council concerns in the minutes of 1/12/87, regarding the possible <br /> assessment cost increases to Arden Hills for improvements to County Road D due <br /> to the reclassification. McCarty advised the formula for assessing the <br /> improvement costs to the City will not change because the road is reclassified. <br /> CONDEMNATION Council was referred to letter from Attorney Lynden <br /> STATUS/NAEGELE (1-26-87), regarding the status of the condemnation <br /> PROPERTY of the Naegele property. Attorney Lynden stated the <br /> appraisal for the property should he received by the end <br /> of this week. He explained the appeal process and reviewed the hearing datel <br /> noting that on February 26th, Don Christoffersen or Barry Peters would be <br /> present to testify, if another hearing is necessary, it will be held on March <br /> 3rd, <br /> Engineer advised that it may be necessary to hold another public hearing, if <br /> the bids come in substantially higher than the bids previously received. <br /> There was discussion regarding if credit toward assessments would be given for <br /> easements received. Engineer and Attorney were unsure; both advised the would <br /> research the matter. <br /> . ASSESSMENT POLICY Council was referred to previous discussions regarding <br /> ROAD RECONSTRUCTION establishing a general assessment policy for road <br /> reconstruction. <br /> Barry Peters reviewed surrounding communities assessment po!icies. Don <br /> Christoffersen reviewed assessments costs for new subdivisions, to give Council <br /> some dollar figures for comparison purposes. He noted that any policy <br /> established by Council will have to be supported by an appraisal; also advised <br /> that some communities assess at a flat dol!ar rate that can be increased each <br /> year (or decreased) according to the construction cost index. <br /> Attorney Lynden discussed the Ad Hoc approach to assessments; also suggested an <br /> appraiser could set up a policy for residentia! and commercia! properties. He <br /> . commented that should the !ikelihood of an appeal exist, an appraiser could be <br /> retained to appraise that specific property before and after the improvement. <br />
