Page 3 <br /> Malone pointed out the hidden costs to the City in an arrangement where billing <br /> is handled by the city in contract negotiation, continuing staff costs, etc. <br /> He questioned whether wear on roads would be reduced; also does not see any <br /> motivation for the vendor to do a good job in such a system. <br /> Source Separation and RecyclinR <br /> Locey stated that in 1980, the Legislature passed the Solid Waste Management <br /> Act. In 1984, the surcharge tax was initiated, and Metro Council was made <br /> responsible for handling solid waste. They have put together a program and <br /> made money available to municipalities to provide recycling and encourage <br /> source separation. <br /> Ramsey County now has in turn provided two programs providing grants to <br /> encourage source separation. <br /> 1- For every ton collected. a rebate of $4.00 per ton is paid. <br /> 2. If the Village puts together a curbside program approved by the County, <br /> Ramsey will pay monies to support it. <br /> All of the burn facilities currently being constructed will work more <br /> efficiently if source separation is done. <br /> Total costs for providing curb side recycling service is $60.00 per ton. The <br /> materials collected can be sold for about $35 to $40 per ton. The trucks used <br />. by most collectors have separate compartments for glass, metal, papers. <br /> Locey is a member of a Citizens' League task force studying recycling. The <br /> League has determined that recycling should reduce landfill amounts by 207., and <br /> that there should be some kind of a charge system that would differentiate in <br /> price for amount of volume of garbage generated by homes, i.e. $9 per month for <br /> one can, $11 for two, etc., and that there should be a price incentive for <br /> ,separating recyclables. <br /> Education would have to be a big part of such a program. There are some cities <br /> which have achieved 807. of residents recycling materials. St. Louis Park has <br /> achieved 507.. <br /> Possible Committee Actions <br /> Application for grant monies, if Arden Hills chooses to participate, must be in <br /> by March 4. Concern was expressed that if these grant monies were used to set <br /> up a program, Arden Hills would then be committed to continuing the program <br /> forever 4 Mayor Woodburn noted that the preliminary forms could be submitted, <br /> with no commitment made, while further studies are done. <br /> Committee consensus was to study recycling and organized collection programs <br /> further and make no recommendations at this time. <br /> Locey's firm will provide an estimate of cost of setting up a recycling program <br /> in Arden Hills. <br />.
