Morrison, Clerk Administrator <br /> Re: Informational Items <br /> -------------------------------------------------------------------------- <br /> Burnin~ Permit, Bell Lumber and Pole Company <br /> At the 2/23 meeting Councilman Sather expressed concern relative to a <br /> permit issued to Bell Pole for burning of contaminated dirt. <br /> A copy of the minutes of the hearing was requested, and is enclosed for <br /> your information. I called New Brighton's planner to discuss this. He <br /> advised: under PCA directive, Bell Pole will be burning contaminated <br /> soils by a rotary kiln thermal process, which burns and sanitizes at 2000 <br /> degrees F. The soil is then 997. cleaned, ttten redistributed" , <br /> The PCA has determined this to be the most effective method of dealing <br /> with the contaminated dirt and has issued air quality permits for this <br /> cleaning method. An SUP was issued by the City, and it is expected the <br /> incineration will start in August of 1987, and will be finished in August, <br /> . 1988, with removal of machinery by January of 1989. <br /> Mr. Lou Chamberlin, Air Quality Engineer for the PCA, has assured New <br /> Brighton that there will be no odors, no emission of particulates, and no <br /> smoke will be emitted. The PCA will be monitoring the site on a weekly <br /> basis, and Bell Pole will be monitoring on an hourly basis. Superfund <br /> project funds will be used for this. <br /> Parkin~, Mounds View Hi~h School <br /> This past week we have received several calls from residents along Janet <br /> Court. These calls have been complaints about the high school students <br /> parking on both sides of Janet Court, blocking driveways, littering, <br /> loitering, blocking mail boxes (so no mail delivery) and general nuisance <br /> type complaints. <br /> The School administration called and advised permit parking would be <br /> instigated, effective March 5, which will probably aggravate the situation <br /> as fewer students will be allowed to park in the student lot. <br /> Frank, in response to complaints, has issued 30 tickets, generally for <br /> parking beyond six hours, expired license plates, etc. <br /> As the situation is not one that is likely to take care of itself, I asked <br /> for a meeting with Dr. Brungardt, the principal. On March 3, Frank, Dr. <br /> Brungardt, his assistant and I met. They concurred with our concerns. <br /> After discussion, the following two alternatives seemed most reasonable: <br /> . l. Dr. Brungardt will seek possible additional off-site parking <br /> areas. The North Heights Lutheran Church site was discussed, with <br /> bussing from the site to the school. <br />
