<br />- <br /> MINUTES OF REGULAR PLANNING COMMISSION MEETING <br /> Wednesday, April 4, 1987 - 7:30 p.m. - Village Hall <br />. CALL TO ORDER Pursuant to due call and notice thereof. Chairman Curtis <br /> called the meeting to order at 7:30 p.m. <br /> ROLL CALL <br /> Present: Chairman Robert Curtis, Peter Martin, Calvin Meury, Scott <br /> Petersen, Rick Savage, Gary Thorn and Dorothy Zehm. <br /> Absent: Thomas Babcook, and Maurice Johnson. <br /> Also Present: Mayor Robert Woodburn, Councilmember Jeanne Winiecki, <br /> Planner Orlyn Miller and Deputy Clerk Catherine Iago. <br /> APPROVE MINUTES Moved by Meury, seconded by Savage, that the minutes of <br /> March 4, 1987, be approved as submitted. Motion carried. <br /> (Meury, Savage, Curtis, Martin and Zehm voting in favor; <br /> Petersen and Thorn abstained) (5-0-2) <br /> CASE NO. 87-06; Planner Miller reviewed the request for a variance from <br /> VAR. FROM FENCE fence height requirements, 1233 Karth Lake Drive. He <br /> HEIGHT, 1233 advised that the house is constructed at an elevation <br /> KARTH LAKE DR. approximately 2 ft. above the ground elevation at the <br /> fence, and the highway is at a higher elevation; the 6 ft. <br /> fence does not block the view of traffic on Highway 96. The applicant is <br /> proposing to increase the height of the fence to 8 ft., requiring a 2 ft. <br /> variance. <br /> The Planner commented that the proposed 8 ft. fence will not obstruct view from <br />. the adjacent house. He recommended approval of the request due to that fact <br /> that an 8 ft. fence would have little or no negative impact on the adjacent <br /> property and the request can be justified because the slope of the land renders <br /> a 6 ft. fence of limited value for screening views of Highway 96. <br /> Planning Commission members were referred to the Board of Appeals minutes of <br /> 3/26/87, recommending approval of the requested variance. <br /> Member Savage asked Robert Larson if the additional two feet would be <br /> sufficient for his attempt to screen traffic. <br /> Larson stated the two feet would be sufficient; he advised that he did not <br /> think it would completely eliminate the view. <br /> Curtis asked if the applicant proposed to extend the fence in the future. <br /> Larson stated he may extend the fence at a later date, but he will not exceed <br /> the six foot height requirement if fence is extended. <br /> Moved by Zehm, seconded by Meury, that Commission recommend <br /> to Council approval of the 2 foot height variance for the fence at 1233 Karth <br /> Lake Drive, Case No. 87-06, because the adjacent properties will not be <br /> negatively impacted and because the land terrain prevents adequate screening of <br /> the highway view at a 6 foot height, as permitted by Ordinance. Motion carried <br /> unanimously. (7-0) <br />. <br />
