Miller, Planner <br /> Subject: Case #87-07 <br /> Special Use Permit for <br /> institutional housing for college students n. plaza bldg., ste. 220 <br /> 1830 West County Road E 5217 wayzata blvd. <br /> Applicant: f:e 1 en Schmi dt minneapolis, mn 55416 <br /> 612 544 7576 <br /> Date: I~arch 25, 1987 <br /> The applicant is requesti~g a Special Use Permit to allow the rental of <br /> sleeping rooms to junior and senior college students from Bethel and <br /> Northwestern Colleges. The rental rooms are within the private residence <br /> occupied by the owner of the property. The City Attorney has determined <br /> that the use can be considered as institutional housing because the <br /> definition of that use includes "student or faculty housing for four (4) <br /> or more persons on a rental basis". Institutional housing in the R-2 <br /> District requires a Special Use Permit. <br /> COt1MENTS <br /> l. The subject lot is approximately 30,000 square feet in area (more <br /> than 2 1/2 times the minimum R-2 lot size). There are adjacent <br /> . houses on the east, south, and west. Tony Schmidt Park lies to the <br /> north. The structure on the site consists of a large, new home <br /> attached to an older, smaller house, apparently the original <br /> structure on the site. The house has a three-car garage and off- <br /> street exterior parking space for approximately eight cars. The <br /> parking area is fenced, surfaced, and partially screened with <br /> mature plant materials. <br /> 2. The applicant began renting extra bedrooms to two or three college <br /> students in 1983. In recent years the number of renters has <br /> normally been five, occassionally increasing to seven for short <br /> periods of time. <br /> 3. The applicant is currently in the process of selling her home. The <br /> party interested in purchasing the property is also interested in <br /> ensuring that the rental use can legally continue. Therefore, his <br /> purchase agreement states that the applicant must obtain a SUP. <br /> The purchaser has indicated that he and his family will occupy the <br /> house immediately, and it is their intention to use it as a single- <br /> family residence as soon as it is financially feasible. However, <br /> he would like the capability to rent to students for a period of <br /> time while they get established on the property. <br /> 4. Adjacent neighbors contacted have indicated that student housing on <br /> the subject property has not created significant neighborhood <br /> . problems. Mrs. Schmidt has been commended for the way she has <br /> controlled the rental activity. Neighbors have expressed strong <br /> concern, however, that a new owner may not manage the rental use as <br /> well, and eventual disruption to the neighborhood might occur. <br /> . <br /> planning' landscape architecture <br />
